Well, in early levels of raiding basically the entire plate set is at least somewhat viable. It would help to know what race your warrior is. If it's human maces or swords would both be good ideas. Axes if you're orc, otherwise it dosen't really matter.
5/5 Merciless, Vindicator Bracers and boots, a red belt of battle, guadian's neck. and 2x 2.6 speed weapons, because whirlwind uses weapon damage on both weapons and you want to maximize that damage. The other pvp items would all be valuable for dps, but you're missing out on alot of hit. Make sure you get surefooted for your boots and gem hit where you can.

Everything else being equal, two matched slow speed weapons is the way to go, however there is nothing inherently wrong with a fast offhand weapon as long as it's replacing a weapon with inferior DPS and stats. Rage generation is always the same as long as the two weapons have the same DPS, but with a faster weapon it's easier to predict your rage generation.

the pvp weapons are - unfortunatley - imo, very good.. better, and far easier to aquire than the equiv. PVE weps. i dont think youll have a prob with that (i prob wouldnt pick the fast offhand - but thats just preference. the difference is marginal).
just dont do the rest of your gear in PVP...

The S2 axes, maces look much better on a tauren, I have used all three sets in my early days of raiding and found the axes/maces to be my favourite, they sheath nicely too; the swords don't, they sort of stick out and poke the ground while sheathed.
Also, use a 2.6 speed weapon for your offhand to maximise whirlwind damage, though it's completely up to you.

They do the same average damage per hit, the higher top end / low end is a red herring, it means nothing.

Average hit rating for a fury warrior is:
Kara/5mans: 125-175 hit rating and 3/3 percision
SSC/TK: 175-200+ hit rating and 3/3 percision
Hyjal/BT: 200-250 hit rating, no real reason to go past 250 though since our hit cap is around that amount.

9% is what you need to soft cap - your special (yellow) attacks wont miss.
after the 9% you only really need to get hit through gear upgrades and not actually aim for it.. it will go up as the content gets higher.
