Well, you could cache "safe" names to avoid re-querying them. Might also scan the guild roster/friends list and include those names in the whitelist. And how often do you get whispered by unknowns? After running it a short time, it's unlikely that you'd have whispers delayed.
Anyways. There was an addon I used that did this back when spammers were using trial accounts to whisper you all over the place. But I just use BadBoy now, which scans for specific phrases (including URLs) to block.

Blocking whispers from characters under a certain level isn't realistically doable in addons. Retrieving a player's level based on name is a very arcane and extremely unreliable process that would cause more UI issues than the lack of spam would help. Notably, it would mess up your ability to queue /who when you want to, and it would cause all incoming whispers to be delayed by up to 30 seconds, even safe ones.I must say this is false, some of it is true but just divide the numbers by 10 and you get some real results.
I used to have one of those kind of addons, son't have them anymore, but anyways, I had no problems at all with them.

The "Who Query" is a very imperfect function, granted. But I still contend that it will be needed on such rare occasions that its practical reliability will be high. Assume that we have a whitelist already containing everyone on the guild roster and friends list. For most players, there will be very few occasions on which they recieve multiple whispers from non-whitelisted characters within the space of even a minute. In fact, barring "freak" occurances (statistical anomalies), the only time I can envision this happening is if the player is encouraging whispers (via legit trade spam or trolling), for which a convenient toggle could be provided. Add those who are above level X to the whitelist so as to eliminate the need to query them at any point in the future, and the pool of "incoming whispers I need to query" drops even further, and with it, the chances of spikes in querying.
