http://www.wowhead.com/?search=unused#uncategorized-spells
As you can see there are a few spells on Wowhead which has been used by Blizzard for testing purposes. They can/should be deleted.
Wowhead isn't a library of "spells and items that most people will see", it's every spell/item/etc that are *in the game*. Test spells and such are still in the game, even if you don't see them. Anyone who is searching the uncategorised spells is most likely looking for such spells, for whatever reason.

#uncategorized-spells
Same as above, this time searched for "". Not sure what stands for, but guessing it are the credentials of one of the Wow-developers and only used for testing purposes. Needs to be doublechecked.
PH = Placeholder. These are tags blizz adds to things that they intend to replace later. Again, actual things in the game.

Same as above, this time searched for "test". Almost all of those can be removed.
Again, if it's ingame, there's no reason to remove them.

Same as above, this time searched for "dummy". Needs to be doublechecked to be sure, but I think most of them can/should be deleted.
Same yet again.

All the 'developer items/npcs and other stuff' people will only see if they are looking for them. They are always in the 'Uncategorised spells' tab, never in the main sections of the site. This is essentially the purpose of that tab; Stuff that nothing uses (or something that a mob/npc/item casts).
The terms "uptodate information" and "every information of WoW" aren't exclusive, wowhead is both. Everything on here gets updated as soon as something new is known about it; that covers the "up to date" part. Any new spell/item/etc that is discovered also gets automatically added, that covers "everything we know". Infact, it would be harder to have it detect what is actually used in the game and what isn't; Everything on here was discovered ingame, and what is a piece of code to decide if that thing it saw ingame is going to be seen often or not?
About it being "more natural" to forget about the developer stuff: Again, people don't see this stuff unless they are looking for it. They have no reason to click that uncategorised spells tab, and as such won't see them.
