Far and away the Tauren Druid is the best. Not only do you get +15 for being a Tauren, but Druids are the best in all of your other criteria too.
- They can stealth in cat form.
- They have hibernate beast to put beasts to sleep for 40 seconds or so while you herb around them.
- You can go to travel form to outrun any mob.
- YOU CAN HERB WHILE IN FLIGHT FORM which is seriously the greatest thing in the world. Just fly down and start herbing, then fly off if something attacks you. You don't get knocked out of flight form either so it's very easy to just fly off and come back when that patrol has moved on.
- While grinding there is absolutely not downtime as a feral druid. You heal yourself while you fight with improved leader of the pack. If you need to all you have to do is switch to caster form and heal yourself with any of your healing spells.

Well he plays on a PVP server, and he's a horde, and he's making this character to farm for his horde, so I guess it's kind of irrelevant if night elves have shadowmeld or what the price of a Buick LeSabre was in 1992, huh?

Well if you've played a Druid you've kind of already played all the other classes, especially rogue. The hunter would be more of a change than the rogue. You'd have a pet and all ranged damage. They are supposedly getting some kind of stealth in Wrath also, though I'm sure it'll be closer to mage invisibility than a rogue's stealth. So that might be a good option. And they are the kings of soloing and grinding.
