It kinda depends, but in general if your latency is low and you are still having problems then your hardware is probably the source of the problem. Many people have their video settings too high or run at too high a resolution and that can impact things a lot. I've personally never had issues in capital cities or in raids, even when using a fairly low powered machine. I just made sure the settings were appropriate for my hardware.
I can't think of any other reason why people with low latency would be having such problems.

"Lag" can refer to any delay between a command or action occurring and it being visible to you. Network latency is one potential cause of lag but so are server side delays (ie "loot lag" even when you have a low latency connection), an over taxed processor or video card on a client machine ("whenever all those aoe spells go off I get lag") and delays resulting from loading resources from disk ("I lag whenever I change zones").I'm fine with a player calling any of those cases "lagging" as long as they don't try to attribute it to the wrong cause.
