Kerminator's Fire Lock Destruction Spec
is what I use for raiding and PVE.
Fire instead of Shadow b/c you have a higher chance of having a Mage dropping
Improved Scorch
then you will a Shadow Priest debuffing the mob.
When needed keep your Imp out for Blood Pact. If not needed, sacrifice it for +15% Fire Damage.
Spell rotation. Curse of Elements, Immolate, Incinerate(until Immolate is about to end) then Conflagerate.
But if you're new to 70 you probably wont have the gear. But I like it none-the-less.

please please please do NOT spec destro if you are not over 200 hit rating.
affliction far surpasses destruction in early pve and not until you hit 1k shadow dmg, 202hit and 20% crit will destro dps be truly better than an affliction build.
go with affliction for now until you have the gear to support destro.
ps. fire destro sucks for pve, get a shadow priest if you don't have one and keep ISB up. shadowbolt also has a better dmg coefficient than incinerate.

Firelock is a much worse starting spec than shadow destro in my opinion. With other shadow damage dealers in the raid (almost a given), people will let poor gear slide in favor of more ISB uptime. Firelocks bring nothing to the raid except their own DPS, so having an undergeared firelock is like having a hunter with no ammo.
If you're just starting out, go for affliction or felguard until you get the gear to go for destruction. And please don't spec fire when you do.
