I started a ret pally and are now 33 I use a 2-hand mace and I don't really see the big Seal of Comand thing. Is it because I'm to low or using a to slow weapon? The damge from Seal of Righteousnes is just a lot higher and can be counted on. So I wonder when is Seal of Command so great?

It's likely because you aren't high-enough level yet.
To get the most out of SoC, ensure that you have a 2-handed weapon with a 3.5 to 3.8 attack speed (this helps your chances of getting a SoC proc with each swing over the course of a minute) and with a high top-end damage value (i.e., weapons generally show a damage of XXX to YYY). The more physical damage your weapon does, the more Holy damage you're going to deal when SoC triggers.
However, because there are so many factors that play into SoC and only a few that play into SoR, it's hard to tell you, "Yes, you should be using SoR/SoC at this point in leveling." If you're really interested, grab a damage meter that will break out damage by type (drat it if I can't think of one off the top of my skull, sorry!) and then do a 1-minute test of attacks against enemies of the same level using SoR and then SoC. Add up the amount of white and holy damage done in each case, and you'll have your (speculative) answer. BTW, if you don't see 6-7 procs of SoC over that minute, then your weapon is too fast.

At your level you are choosing between SoC rank 3 and SoR rank 4(rank 5 available in one level).
SoC is normalized to 7 proc per minute and does 70% of weapon damage or 0.7 * weapon_damage * 7/(60/weapon_speed) per hit on average if we ignore any potential benefit from doing large busts of damage in a single blow.
SoR rank 4 deals 1.2 * (668* weapon_speed/ 100) + 0.03 * weapon_damage + 1 holy damage per hit.
Average damage per hit:
SoC = 0.082 * weapon_damage * weapon_speed
SoR = 8.02 * weapon_speed + 0.03 * weapon_damage + 1
Plug in your weapon attributes and see which one comes out higher. For example using
Verigan's Fist
with a 3.2 speed and 82 average damage we get:
SoC = 21.5 damage per swing
SoR = 29.124 damage per swing
If we take something slower like a
Rock Pulverizer
(3.7 speed, 115.5 damage)
SoC = 35.04
SoR = 30.13
Obviously depending on your weapon one seal or the other may give you better total damage. You will also see these values change every time you get a new rank of each spell so at times one may be strictly better than the other. If you care about the difference then calculate the difference for your current weapon, otherwise use whichever you find fits your style better. In any case that's the math behind why SoC or SoR can be better for any given weapon at your level.

Yes it does but that doesn't necessarily change these results. The "weapon_damage" calculation used above should include bonuses from attack power. Now that obviously means that SoC scales much much better with attack power than SoR but for a level 33 that may not be enough to change the results depending on your weapon. It is however something you need to be aware of as you get to higher ranks of both skills.
You also need to consider crit chance and the spell damage bonus applied to each seal so this is an incomplete calculation but I think it's good enough for today. If there's any doubt tests them both in game, don't rely on theorycraft.

Yeah the basic thing to note is that if your paladin has high AP and crit chance, get a slow weapon and use SoC. If you have +spells, low AP, low crit, you can get a fast weapon and use SoR, or just reroll to shaman.
