The most likely piece of armor that hunter was wearing was the
Raptor Hunter Tunic, which you get from finishing up the
Raptor Mastery quests in Stranglethorn Vale.
The 20 - 29 bracket is unique in that it's the first bracket where you start to see people with Burning Crusade enchantments. This is because you start getting quest rewards where the item level is 35 or above.
To run it down quickly, quest rewards don't have a "Requires level X" label attached to them. The tunic mentioned above, for example, is level 43. This is different than a drop. In short, if an item says "Requires level _____", then the game (for enchantment purposes) treats it as a level ______ item.
It's a little confusing at first, but you get the hang of it. For example,
Scarlet Wristguards have an item level of 36, but they "require level 31". So you can't put Burning Crusade enchants on them.

War Rider Bracers, however, has an item level of 40. So, you can trick that out with the illest BC 'chants, as there's no "required" item requirement. You can do it as soon as the quest is available which is at level 29. If you plan on sticking around in that bracket, you should consider getting some high level help to assist you in finishing the quest without leveling.
And if you're thinking "Wow...I want some BC-ready stuff of my own", young paladin, then allow me to direct you to a
few items of
interest. If you plan on doing any kind of PVP?
Then trick these out.
There are more out there, though.
Honestly, though, Wowhead is one of the best sources for figuring out item level.
Oh. One more thing about all leg armor kits. A level 60 (friend or guildmate or someone you trust) has to apply them for you. And in order to do that, they have to have the item in their inventory. Which means it can't be something that's soulbound to you. No quest rewards.
This is a quick filter I made which might help point you in the right direction.
...of course, that's my first time making and posting a filter, so it may not help that much. Well, you pay your money, and you take your chances.
And finally, some advice? Unless you're really serious about spending time in a bracket, I wouldn't splurge on the epic leg armor.
These will probably give you just as much bang for your buck as the epic versions, and probably won't set you back as much.
