I would think up to about 40ish you could do it without prot talents, but after that it's a must. Imo

It's not a must until heroics/raids. But it does become more and more uncomfortable to tank without being prot as the levels go by.

Generally, yes you can use the typical sword & board and not be spec'd tank for most of instances in non-heroic. I would not however try to tank hem without being spec'd for protection.

My main is a priest, but I've taken him as far as he can go in my current guild. So I'm actively playing a tank before WotLK. I'm currently 54.
My attitude is if you're going to tank, why not invest in it? I want to get used to the rhythms and flows of tanking and get used to the tools prot offers. I specced prot around level 40 and never looked back. I love it. Questing is fine. You don't burn things down quickly , but you are basically invulnerable. And any time you are invited to a dungeon, you know you're ready. My $0.02.

As everyone else seems to agree tanking without prot talents is totally possible. Personally I would spend at least the three points in Tactical Mastery at some point after level 40 to help generate more threat(and being able to keep the rage from a charge while switching stances doesn't hurt either). If you plan to do a fair amount of tanking then going far enough into Prot to get Improved Shield Block and Defiance wouldn't hurt either.

I'm level 62 fury warrior and I tanked BF once and Ramps a bunch of times and I was fine.
the main thing for tanking as fury or arms is having the right amount of health and just knowing what to do (for example using sunder armor, revenge and all the other basic tanking abilities)
DO NOT use Bloodthirst or Mortal Strike. While tanking as arms or fury pretend you dont have those they cost way to much rage.
Also if you enter a lvl 60+ instance as Arms or Fury let EVERYONE know so they're prepared and the DPS dont go all out
If you have tactical mastery, bloodthirst or mortal strike are fine tanking abilities. Not quite a shield slam, but your best replacement for it.

You could try a build like

, taking prot last and getting the points there as tanking begins to get a bit rough.
