As an anti-healer ability it's becoming less and less effective IMO. We have nothing akin to wounding poison or mortal strike, which makes us much less desirable as part of an arena team than a warrior, rogue, or even hunter. Death knights offer little else, and for being considered a "pvp-intensive" spec, unholy doesnt have much to give in the way of arenas.

At least you have something. Paladins still don't have jack for spells of any kind :)
Meh, I disagree, ret pallies could totally become the anti-rogue (And being the anti-rogue would mean you'd be useful on almost any team). Retribution aura is solid DPS to someone attacking fairly quickly, hand of freedom removing stuns is pretty epic (You'd almost have it up to remove every kidney shot a rogue could throw at your team), judgement of justice not costing you any DPS but preventing sprints/shadowstep-sprints, and sanctified wrath to pass through cheat death resistance. Overall I think warrior/ret pally/resto shaman could become pretty solid again (especially since resto shamans main weakness is rogues).
Anyways on the topic of the death knight, I think this is a pretty good change, but I think scourge strike should be made to remove all HoT effects... it wouldn't become mandatory for arena if the other healers become viable, since it would only be very useful against druids (single HoT removal is pretty anti-non-druid, since druids are the only healers who could keep periodic healing up through a death knight, which is pretty backwards from what was intended I think)

the main reason they made this change in the first place is because degeneration was TOO focused against druids. It's a bit lame having an ability that really only has any effect against one class, and a minimal effect at that.

Degeneration should be an anti-druid skull, the rest of the death knight skills are anti-not-a-druid: mind freeze, strangulate, death grip, gnaw, and thrash. There is only one anti-druid skill in the game and it gets cripplingly nerfed, are you kidding me?

ever think of all the instant heals that -arent- heal over time effects? prayer of mending, nature's swiftness heals, holy shocks, etc. Even if you do look at the ones that are 'cast-time' heals, our only true spell interrupt has a 5 yard range to it, and the silence isnt much further - plus you've got to have the blood runes available for it.
All I'm saying is, it'd be nice if we had an anti-healer ability that wasnt anti-hot only - Something on par with mortal strike, wounding poison, and mortal shot. I gave several examples in my reply to GC's post.
(Was going to link my suggestions but the blizzard forums arent working at the moment).

Yeah, I consider myself a somewhat serious PvPer so I try to stay on top of what class can do what, so anyways, what are they?
prayer of mending
10 second cooldown, dispellable, ignorable if it bounces off in a random direction
Nature's swiftness heals
Oh hey, castable by a druid, that's surprising (By resto shamans too, but not quite as strong since NS HW doesn't heal as much as NS HT)
holy shocks
Currently short ranged, expensive, cooldowned and weak in terms of healing, but I am aware its range is being increased and the cooldown shortened and its possible if it crits to cast a Holy Light... which is what paladins need since they are currently the weakest healer in PvP
BTW you forgot to include swiftmend, another fun non-HoT heal, from, guess the class, druids
Even if you do look at the ones that are 'cast-time' heals,
Which is most non-druid healing
our only true spell interrupt has a 5 yard range to it, and the silence isnt much further - plus you've got to have the blood runes available for it.
And you have death grip, and you can use your ghouls thrash or gnaw

Yes, because blizzard should make death knights, which are already shaping up to be insanely frustrating to fight as a non-druid healer, also have another insane ability to use against non-druid healers (because lets face it, druids can heal through MS, the only classes that MS really effects are shamans and paladins and somewhat priests because they can only get a limited amount of heals out)

A Hunter's is 35-41 yard ranged. While it's cast time is insane, it's still quite easy to deliver.
LoL... if this were true, hunters might not have to rely on either running drain teams or running 5s with a rogue/warrior
