Hello!
This was actually discussed in a somewhat recent video interview with one of the designers, but I can't seem to find the link!
What the designer essentially said is, it is part of their original design goal for enchanting to be a more personal tradeskill, requiring actual character-to-character interaction with the crafter.
It did not sound to me like they have any plans of changing this, but who knows!
I think I saw the same video - The guy did say that they were exploring the possibility of having scroll enchants to AH, but they will still be keeping the majority of the enchants as they are.

at 7:50 they discuss enchanting:
"It was originally designed with more of a player interaction element in there, but it didn't work out as well as we wanted. We do like some of the interaction in there and we might keep it on some of the stronger enchants, but we have been talking about going to an item based enchant system so you can sell those"

Why don't enchanters create items (scrolls, or name it as u wish ) like leatherworkers (armor kits), alchemists (wizard oils) or tailors (spellthreads) do?
That would ease things up...
Hmm... it's weird that Enchanters are actually the ones that make wizard/mana oil, isn't it?

This question comes up a lot. Here is my $0.02:
A) We can list our DE'd mats for free in AH and make plenty of money
B) Except for items that require rare recipe/mats nothing makes money in the AH. On the other hand you are always able to make some profit directly selling enchants. Before some of you pipe up and say "I sell item X all the time for money" look up on your server the average sale price for the mats. Generally the mats sell for more than the finished item so you would make more selling the mats than the item.
I would not mind a change that let enchanters create mailable scrolls/glyphs that could be sent to alts or sold COD but not via the AH.

You're right about most players want you to enchant for free. Yet I think its interesting the blacksmiths, leather workers, tailors, etc. all don't have a problem charging me for high level items, primal nether not withstanding.
I really do wish I could create and "enchant item" that works like some of the rep rewards. I believe that way enchanters could make some money more reliably than debating mat costs. I have gone to a "I dont Care-Y mats" attitude anymore. Prices at the AH flucuate on enchanting mats enough its just not worth it to buy them, so I charge a small fee for doing the enchant. Especially if the enchant is colored. (Orange, Yellow, Green on the enchant screen)

It's amazing trying to sell Major Striking(+7 damage).
I will list:
WTS Enchant Weapon - Major Striking 60g
And I got about 4 replies going like this:
OMFG you f-in NOOB, thats not worth that, l2fp, thats only worth 10g
I try telling them there is a big difference in mats between the +7 dmg in the 1-hander and the 2-hander but I get the same replies that it's the same enchant for +7 weapon damage.
I don't even try to sell it anymore with the frustration I had.
Enchant Weapon - Major Striking:
Large Prismatic = 15g x2
Greater Planar = 4g x 6
Arcane Dust = 1.5g x 6 = 63g
Enchant 2H Weapon - Greater Impact:
Large Radiant 4g x 2
Dream Dust 1g x 2 =10g
