So I was searching for tauren shamans using /who on my human priest, but I realise that I can't search anyone on the opposing faction. Any other ideas how I'm gonna find my tauren shaman?

If you are looking for a Tauren Shaman to complete the
Let It Snow
achievement, there are helpful comments on that page. In Legion, if you spend time at the Broken Isles Dalaran, look near the entrance to the Shaman class hall.

SoCalWowGal makes a great suggestion: hang out near the Shaman class hall entrance (the portal to it is near the mailbox on Krasus Landing). But, if you're wanting to be more proactive, then you could create a Horde character on your server and perform the /who from that toon.
/who r-"Tauren" c-"Shaman"
Or, if you specifically want to know if there are any in Dalaran, for example:
/who r-"Tauren" c-"Shaman" z-"Dalaran"

I've not tried those methods (no access to Legion at the moment) but I found my Tauren Shaman at old Dalaran in Northrend by chance today, so it's a mission accomplished. Anyway, is it true that we can't search up anyone from the opposing faction (say, an Alliance searching up a Horde) using /who?

Correct, you can't perform a /who on the opposing faction.
