You can only keep Lifebloom on a single person. If you let it expire, they get the "bloom" effect healing. If you refresh it with 5 seconds or less, it will also trigger the "bloom".
2) Try and keep Rejuvenation and Regrowth also up on the tank.
Q) should these be kept up and not allowed to expire?
Keep Rejuvenation on the tank. You probably want it on the melee as well. Also keep an eye for the person who likes to stand in the fire. You can let them expire. That is fine. But to make your Mastery play into it, if you refresh it, the new cast will look at as if there was a hot applied to that target. Test it. Cast Rejuvenation on yourself and check the buff to see what it's tick value is. Then cast it again. Now do you need to always do this? No. But when you know damage is about to rain, probably.
Regrowth costs too much to be a keep up spell. It's more of a spot healing. Make sure the target has a Rejuvenation ticking so Regrowth is more effective.
3) Keep Wild Growth up for the party AoE healing.
Q) Is this really worthwhile, the heals seems pathetically low?
Wild Growth is your oh @#$% heal everyone. Realistically if about 3 people are getting hit, go for it. Once again keep in mind your Mastery. The more HoTs the more effective it will be.
4) Keep Efflorescence (mushroom) AoE up as able.
Q) does it hurt to move it before it expires as the fight moves?
Ideally you want it under 2-3 people. So the tank and the other victms. Try to put it to hit at many people as possible. Move it as necessary. It doesn't heal a whole lot, but once again it's a HoT. The more you have the more effective it will be.
5) When tank or any player gets critically low, use Swiftmend or Healing Touch
Swiftmind is for quick healing. Healing touch is way too slow. Span Regrowth if you need a lot of constant healing. If you want to cast Healing Touch, sit there and spam it on who you think is gonna get hit. And then cancel it before the cast goes off.
Q) Do these get a heal bonus when the green wreath pops up on the screen?
Q What causes the green wreath to activate?
The green wreath is the Life bloom "blooming". If it is refreshed in it's last 5 seconds or expires, it goes off.
6) If able (I rarely have time) try to keep Rejuvenation and Regrowth up on other party members.
Q) How does any healer possibly have time to do this?
Don't keep Regrowth up on everyone. It takes about 5 sec to get one on everyone.
7) Drop an IronBark on the tank in big fights that I seem to be losing.
The tank should use his own thing to make him not so squishy. If he's going down super fast every fight, he either needs to learn his class or pull less crap at a time. Ironbark is good when they've expired their cooldowns, but once again shouldn't be needed every fight on cooldown.
Lastly, I have looked at a lot of add-ons:
Healbot: its pathetic and can't even keep up with complexity of druid healing.
Healium: doesnt seem to work well for me
Weak Auras: seems to work a bit better for me, still looking...
Weakauras are amazing. The hell with Healium and HealBot. Personally I use mouseover macros for all my heals. As far as UI, I use ElvUI and setup my party/raid frames to keep track of all the HoTs. There are guides that can show you how to do this since the default UI only shows 3 HoTs.
But regarding keeping track, if you are trying to keep all these DoTs up on all these players, how in world can you possibly keep timers on each party member with all of these DoTs? No way.... it seems an overwhelming task.
Even if you stick with the default WoW UI, don't use the crap party frames. Tell it to use raid frames for party frames.

Addressing your questions first,

I usually keep lifebloom up on the tank as their extra HoT over all of the other players.

Running the Germination talent gives 2 rejuvs essentially, so you can double up. I do this during intense damage instances on the entire group; if there is not as much damage going out, I only keep 1 stack of rejuv rolling on everyone, and then add the second if more damage starts going out. I keep 2 stacks of the rejuv up on the tank at almost all times. If they do expire I do not let them fall off for long, in a preventative sense, I do not apply hots after the damage starts happening because as a hot healer, by the time the healing spells are on it may be too late. They need time to heal so they need to be on before the damage happens.
3) Keep Wild Growth up for the party AoE healing.

Wild growth is mana consuming and should be used carefully. Mass group damage is a good idea; I will cast wild growth and then Flourish (talent, increases and refreshes duration of all active hots; more hots up the better before doing this) and/or Essence of G'hanir to get the most out of it's healing. Additionally, wild growth will proc another spell, the green wreath over your head. Your next rejuv OR next regrowth will bounce to 2 additional targets in range of the cast target. If you are in a melee heavy group, cast on the tank, it will bounce to the melee dps and save yourself some casting time.

I don't think moving it hurts. With the current content (7.3) tier bonus 4 set, the healing of Eff. Is increased by 200% after using swiftmend. Good again for melee heavy groups. I think this will also affect spring blossom talent ticks, but I don't use that one often. The buff for 200% lasts about 10-12 seconds, and does not drop if you respawn the circle (the buff is a proc on you)

Use swiftmend, it is instant. If/While using the soul of the forest talent, it then also makes the next rejuv or wild growth heal for more, so you can pop that on them afterwards as well. If you run prosperity you have two swiftmend charges if you really need them, but try to stagger them (ToS tier set 2 bonus, reduces the cd/recharge time of swiftmend based on the health of your target; lower health, more reduced cd, up to a point). I do not use healing touch at all, but that my just be my play style. Some talents will help it more if you do want to use it.
6) If able (I rarely have time) try to keep Rejuvenation and Regrowth up on other party members.

Flourish talent. If you find yourself not having time to keep it up, Flourish extends and refreshes it in a pinch.
7) Drop an IronBark on the tank in big fights that I seem to be losing.
Yes. If you do not run flourish and you decide to use the Ironbark talent in that tier instead, it increases their healing received by 20% after healing ironbark. There are also legendary gloves that do something similar, if you have nothing else you could wear those, but they are not ideal as ironbark is not an ideal talent. I use it if my tank is out of defensive cd's of their own on bosses like Oakhart in DHT with crushing grip, etc.
So yes now this is coming in late on from when you posted this. Not sure what all now you have done to work on healing, but I may still give some tips. If you're still in the gearing up process, the Nighthold 2set is very strong (wild growth increases your mastery by 4000 for 7sec) and you can pair it with the ToS 2 and 4 set to double up. You will eventually outgear the NH gear, and can use it situationally. Look up mythic raiders and guilds and inspect their resto druid healers. With that, I found to mimic their 32/21/21 Crit/haste/mastery stat balancing. You dont want to stack too much into one stat and try to keep them with in a range as they all do benefit each other.
For talents, stay flexible. You may have your main talents but be willing to change depending on the dungeon mechanics (I Keep stacks of tomes with me, but you cannot change in a keystone, think ahead).
I usually run:
Tier 1: Prosperity (high damage, difficult keys) or Abundance (Raids, easy keys)
Tier 2: Renewal (a free heal for myself allows me to focus other members) or Displacer beast
Tier 3: Guardian affin (reduces damage taken by 6%, if you get targeted by a mechanic, go bear form and pop frenzied regen) or Feral affin for movement speed to move quickly
Tier 4: Mighty Smash (to help with stuns) or Typhoon (Good for sanguine affix, knock them out of the pools)
Tier 5: Soul of the Forest (procs increased healing of hots after swiftmend)
Tier 6: Germination (Mythic +s, ToS raid* with exceptions) or Spring Blossoms (on fights like Harj, Maiden, KJ, where people will be actively stacking. Otherwise a waste of a talent if people are spread out/constantly moving, like in Mistress)
Tier 7: Flourish (saves mana, renews hots)
My rotation is to usually keep 1 rejuv on all dps (in keystones, not so much in raid, unless I pop innervate first) and 2 rejuv stacks on the tanks. Tanks get lifebloom and swiftmend. If swiftmend procs, either rejuv to spread rejuv if needed, or regrowth. Free regrowth is good to use from omen of clarity. After I swiftmend I drop eff. for extra heals (ToS tier 4 bonus) and then I will cast wild growth or rejuv (due to soul of the forest talent they will be increased) then, if needed, flourish to extend all hots and Essences of ghanir to increase healing done, if the fight is severe. I use renewal on myself for a free heal so I can heal the others. I use ironbark if they have been targeted by a boss mechanic (charge, crush, etc) if they do not have a personal cd of their own.
I use either haste (faster hot ticks) or mastery (increased hot healing) food again, depending on the situation.

If you are just starting healing in Legion, its @#$%ing rough. I don't know why but until you get like above 830 or so item level its nearly impossible to keep your group up in heroics. I've gone through the process of leveling up a couple of new classes and the first couple dungeon runs are always a nightmare in legion. Try to just do world quests for some free gear and try to get to atleast 850+.
Your priority should be
lifebloom on tank
Double rejuv on group
when you actually pull, efflorescence on melee usually.
Spam regrowth for spot healing. Hit wild growth when there is alot of aoe dmg going out. Hit tranq if you already used wild growth and need more aoe healing.
There are much more indepth things than this but thats a good jumping off point. Combos like soul of the forest, where you swiftmend + wild growth is really valuable. Also using innervate + swiftmend + wild growth then spamming rejuvs for 4-5 seconds then hitting flourish is another good combo. If you can flourish and extend your wild growth on each member plus all your rejuvs its really valuable and you can then focus on spot healing with healing touch or regrowth. I almost never use flourish unless I have wild growth out on the party.
Get Elvui, get corner indicators, get a mouseover macro for every spell. Yes this is a pain but its absolutely necessary. Some of this is more important than how you actually heal. A good UI + macros helps so much for druids who have to actually track hots.
1. Dont let LB expire, reapply it when its under a certain time interval. I think under 3-4 seconds. It will force a heal and odds are you dont need to do anything else at that moment anyway.
2. In the context of a 110 with mastery, you want to keep regrowth up on the main tank. If you get a clearcast you just use it on the tank. They are frequently taking dmg so odds are the heal wont be overhealing as often plus the extra hots give you more mastery. Druid mastery increases healing received per hot applied to the target.
6. You dont keep regrowth up on party members. The regrowth hot is nearly worthless other than it helping you stack your mastery healing. You use it as a very expensive but high healing per second spot heal and even if your party is taking dmg should be placed lower priority than getting your 2x rejuv on each party member. You should be able to keep 2 rejuvs up on each member in a 5 man mythic + tank Lifebloom and then spot heal., no problem. Once you get the double rejuv on each member and tank lifebloom you should be able to focus on everything else.

The green wreath you mentioned. you mean it appears in the middle of your screen, on the left and right side of your character? if so that's
Omen of Clarity
. Every time Lifebloom ticks it has a 4% chance to trigger Omen which makes your next Regrowth cost no mana. Since it's a fairly costly spell this is great, especially when you have to spam it on someone in an emergency.

First is bound to my C, second to my X. They basically allow you to use your "mains" on your target, while using shift for probably the tank and ctrl for your own ass. Cat is added there too for my convenience and memory. You mentioned you are getting behind in dungs, that means you're not using your class well, my guess is you don't swap to cat fast and efficiently enough. Droods lead the pack, not follow it ;)
As Cannondella mentioned, it could also be very useful to use a modifier for mouseover in the example macros above .
Those are examples you can modify to your convenience if you find them useful. I strongly recommend you to at least have the lifebloom macro to keep it up on your tank, and always watch out for the clearcast proc, it should never expire unused.
Mind that wild growth is also expensive, dont overuse it and try to do so after swiftmend to boost up it's effect with soul of the forest. Another macro example:

About addons, I never needed any other than elvUI and I strongly recommend this addon as default wowui if you don't use any other. The default party and raid frames show up small squares, colored and clear about HoT duration, with pretty no much no effort or time to learn the addon.
