How they are
supposed
to be different is that characters are to assume the persona of the character they are playing, whatever persona that may be. Most trolls on RP servers, for example, talk with a Jamaican accent, while other characters may choose to talk like pirates. Very few people actually talk in-character however, as there isn't a strict set of enforced rules.
Other minor differences include characters' names on RP servers, which must be actual names instead of random words strung together. This is also only loosely enforced, however, and the only way a person will be forced to change his or her name is if he or she is reported and found to be in violation of the RP naming policy.
In general, people on RP servers are usually nicer and consist of an older player base. People still get into stupid arguments in the trade channel, and Barrens chat is still Barrens chat, but you won't see nearly as many naked Night Elves dancing on mailboxes and such.

There are just as many smart-asses on a RP server as there are on the one you're trying to escape from.

The only real difference is that zones are not contested, you essentially can level up gank free. You can choose to do world pvp if you flag yourself. Im not on an Rp server myself, but I believe this is the conclusion.
On an RP-PvE server, yes. On an RP-PvP server, standard ganking rules apply.

Not trying to be rude, but if you don't know what roleplaying is, don't roll on an RP server. I for one already have an
extremely tough
time trying to find anyone to RP with and I'm on an RP server. It's dumb and really ruins the point of even having this type of server.
What RP server are you on? On mine (Moon Guard), simply head to SW cathedral, trade district, any tavern, or anywhere else that many players usually congregate, and you'll have more RP than you can shake a stick at. If it's ERP you want, head to Goldshire. :)
While I do agree in principle that non-RPers should not play on RP servers, the reality is that many players will go there just to avoid the "lolwutting" and general foolishness of non-RP servers, and nothing but stricter enforcement of the rules will change that.
http://us.blizzard.com/support/article.xml?articleId=20458
contains rules for RP servers that are never enforced, including OOC use of general and trade chat, etc. 3-6pm is Chuck Norris/Murloc happy hour in trade on an RP server, as it is on every other one. Blizzard's "rules" for RP servers are more like "suggestions."
Naming violations can be reported, but unless they are blatantly offensive, the GMs/Blizzard won't do much. An orc warrior can run with the name "Saurfang," but "Philmckraken" gets reported and name-changed. I've seen worse violations of the RP naming policy go completely untouched.
So, while the server community can encourage RP all they want, it's entirely on the players to follow the rules, since Blizzard doesn't seem to care about enforcement of even the basic guidelines of RP realms. It would be nice if everyone was IC, but there's a lot of room between writing rules about it and actually enforcing those rules.

RP servers are just non RP servers that don't allow you to name yourself IPoopGnomes or BritneysVag. Really, beyond that, that's it.
