Rest always accrues but at '4x' the rate when "Rested". I have no idea where you got 4x experience rate, as it clearly states on the experience bar "200%."
I have no idea where you got it either. I said the amount of rest
accrues
at 4x the rate when resting, not the experienced gained.
e.g. If you gained 5 units of rest an hour (numbers used theoretically only), you would gain 20 units of rest in that hour if you are "resting".
Just a clarification though. You only accrue "rest" time when you are actually resting. i.e. Sitting down or standing idle, not moving around fighting or running back and forth between the bank, mailbox and the AH in the city.

untrue, I have gained 'rested' while running about cities. Its just such an incredibly small amount that it makes little difference. No idea how that plays out long term if you stay logged in in a city versus logging out in a city.
But you definatly get rested after being in a city a few minutes.
Anytime you're standing still you accrue "rested" points. If you're moving around, you don't.
Also, the maximum amount of "Rested" points you can accrue is 1.5 times your level. e.g. If you have just reached level 2 (2000XP and 3000XP for lvl 3). The maximum amount of "Rested" state you can accrue is 3500 RP (2000RP + .5 x 3000 RP).
The numbers are contrived and don't reflect the real number, but do nicely for the purposes of demonstration.
If you sat in your n00btown as soon as you created a character and waited until the maximum rest accrued (a couple of days while resting), then as you play the game, the rest stop marker should be roughly halfway between lvl 2 and lvl 3.

Take a break when you're getting frustrated, otherwise you'll quit.
Get starting professions that don't cost money to train and will make you good, quick money (skinning, mining, herb) or get supporting professions (alchemy + herblore, mining + blacksmithing, etc)
Don't roll a class you aren't interested in (like rolling a druid because thats what everyone said to do). Play the game how you want to play it.

1)Like others have said, learn fishing, cooking, and first aid. They're "free" things you can learn which will help you a LOT. I have NEVER bought any food in WoW.
2)Speaking of fishing, try fishing in ANY water you see, and if you see a pile of wreckage floating on the water, run to it and fish in it. You can get all kinds of good stuff from the piles of floating debris.
3)If you're being ganked or corpse-camped, call for help. Maybe there's somebody around who can take care of the bozo.

I have just one tip.
Don't run back to the quest givers after every single quest. Try to do as many as you can from one quest hub, then turn in. You will save alot of time this way.

1 PLease Dont invite without talking/asking a person, because it can sometimes really %^&* people off
2. There is a class quests which will give specific rewards or spells (like shamans totems or warlock pets or rogue poisons)
3. When levelling try to avoid BG except levels 39s, because if you get 30 warsong medals u can buy a nice epic bracers for lvl40
