Great idea. Looks like an addition to their new VP policy of ilvl upgrading. So I suppose this item will be "usable" on some top(or not?) item to bring it to ilvl513 and legendary quality. However, I wonder how they will work out the special effects, as all legendaries had them. I doubt they will script every single weapon possibility to have unique effect. That said, having a single content-related effect like +10% damage to sha and mantid(huge boost, but plain) or just additional stats over "average 513 heroic) would not make it a great legendary, but still better than nothing, as well as a try at new mechanic.

I always thought there should be some legendary quest line with raid boss loot to make legendaries content level relevant. Maybe this is the answer. I've spent a lot of work on getting some legendaries and it seems a bit silly to have that hard sought after and work become useless.

Well... the core idea is nice: I mean, giving any class/spec the chance to get its hands on a legendary.... nice. But then again.... same old flaw... the fact that it mostly depends on running raids turns this new concept into another legendary pain in the butt...Come on Blizz, depending on another 10 ppl to get your hands on the best stuff? that really sucks. There should be other ways to get a hold on legendary stuff. Say, some legendary solo questing, legendary dailies, weekly quests, drops from different dungeon bosses, bg questing, profession quests /crafts to complete quests. There are many other ways that would be very entertaining and could still be a great challenge.. even if it takes longer.Time to stop making everything about raids... yeah, they are nice and all but not everyone can get a 10+ group of ppl organized, and after the 4th - 6th run it gets REALLY boring... feels more like work than entertainment.

So... enhancement shaman, rogues, feral/guardian druids, warriors, non-holy paladins, death knights. Nada for hunters, healers or casters, it looks like, given all the effects are "on melee attack." It would be nice to have something for hunters outside of the singular legendary (Thori'dal) that's been available to them. And don't try to say that healers have only had one - they could use Dragonwrath or (if they had/have it) Atiesh if they wanted to.
I think this goes against what GC (was it him or someone else, dont remember) saying that single-class leggies seem to be a nice concept. So I don't believe it's gonna be as Legendary for All-type of a thingy.
See if this truly is a legendary for everyone our guild wont have a problem. We trust each other and we dont argue over loot we dont even do loot master unless we have a pug in the group. It will be fair rolls and who ever wins it wins it regardless no resses and it works for us.
