I've seen lots of people worrying about how the new talents and character progression will dumb down the game so i came up with this to help try and explain things a little so folks will have a more "complete" view of how this will work.
New character progression will work via these four methods:
CLASS ABILITIES:
These are abilities availiable to every member of you class, no matter their specialization, for example all Warriors will have access to Heroic Strike.
SPEC ABILITIES:
These are abilities which are only availiable to your specific Spec, they will also include key talents from the old tree, for example Metamorphosis for Demo Locks.
SPECIALIZATION:
Selected at level 10, grants abilities that define your chosen spec, this works exactly as it does at current.
TALENTS:
Forget old talents, they will be gone. Now we will select a special talent from a choice of 3 at levels 15, 30, 45, 60, 75 and 90. Once you have picked a talent from a tree the other two will be locked out, Blizzard have said they want it to be easy to change your talents (akin to swapping spec). These talents are designed to be incredibly difficult to theorycraft and are dependant on Personal preferance.
An example of ARMS Warrior progression (made up, will be similar though):
lvl1: Heroic Strike (class ability)
lvl2: Rend (Class ability)
Lvl5: Demoralizing Shout (Class Ability)
Lvl7: Incite (class Ability)
Lvl10: Specialization: Mortal Strike, Anger Management, Two-Handed specialization.
Lvl11: Deep Wounds (Spec ability)
Lvl12: Thunder Clap (Class ability), Taste for Blood (Spec ability)
Lvl13: Sweeping Strikes (Spec ability)
Lvl15: First Talent selection (Juggernaut/Double Time/Warbringer)
An example of PROT Warrior progression (made up, will be similar though):
lvl1: Heroic Strike (class ability)
lvl2: Rend (Class ability)
Lvl5: Demoralizing Shout (Class Ability)
Lvl7: Incite (class Ability)
Lvl10: Specialization: Shield Slam, Sentinel, Vengeance
Lvl11: Toughness (Spec ability)
Lvl12: Thunder Clap (Class ability), Blood and Thunder (Spec ability)
Lvl13: Shied specialization (Spec ability)
Lvl15: First Talent selection (Juggernaut/Double Time/Warbringer)
You can see from the examples i've given that we don't really LOSE anything from the new workings as all the old talents wil be baked into the new Spec Abilities. Most people would agree that every spec of every class had most of their talent selections as "No Brainer" choices and all this does is take away those choices, allowing you to gain them automatically as you level.
The only "dumbing down of talents" you will see here is the fact you don't need to click the talents to gain the ability (which you would do anyway). This allows blizzard to focus on giving us true choice in the New talents we pick every 15 levels.
My ONLY gripe with this is that i'd have loved there to be 9 tiers of talents, one selected every 10 levels. Although i'm sure that would weaken the current selections power considerably.
So there you go! hope this helps anyone who's dazed and confused at the moment. You can go back to crying about pandas now! (joke).

But during the Talent Q&A, they repeatedly said you'll only be able to choose one of the talents in each line; no doubling up. That said, it will apparently be fairly easy to change the talent on the fly(out of combat) similar to glyphs depending on the fight you are about to go into.

My main concern is with the 'second' spec defining abilities. You know, the ones that are deep in the trees right now. Are they going to give those to us at level 10 now too. Specifically, as a fury warrior, will I get Bloodthirst and Titan's Grip? It just seems that it was already pretty OP to give some of the abilities they did at lvl 10 either it will be even more OP or we might end up losing some of those abilities.

You will still get the core spec abilities as you level; Titan's Grip and the like; you don't get everything at level 10. Look over the new Warrior tree to see what choices you have.

Well technically dude, as this is a fan site, if you want a 'pure' answer, could always mosey over to the official forums and ask there. But it's not really any different from the older trees where you couldn't get both of the final point skill for two specs.

Begging to differ. I've never
personally
DW tanked, but I've healed plenty of TG fury tanks, especially at the end of Wrath.
I'll restate my opinion of the new talent system: it stinks. Like I said before, I already miss getting stronger through talents every level. Cata made me take talents every other level and that sucks. Now Blizz wants to force everyone to be the same except for a few (largely) cosmetic talents, and I won't get a new one until I've advanced >
15
< levels. Sorry, but that won't make me feel like I'm growing stronger very often.
Granted some talent choices will change the way I play the class, but there is always going to be a "best spec for X situation," and every (non-bad) player is going to use it. Blizzard wants to program that aspect of the game away, but sadly they don't realize they can't.

Each tier of talents fulfills a determined role, like self-healing for warlocks or mobility for warriors, for example. The flexibility is that you decide what talent to choose to fulfill that role, based on your (teammates) needs. It would be either pretty stupid or severely overpowered to take, for example, two talents that give health regen but zero mobility, depending on the situation.
