There is a problem with the launcher. There are two ways of dealing with it:
1. Start the game by running wow.exe directly (it's in your game folder)
2. Repeatedly start the launcher until it works (run the launcher, wait 10 seconds, if it doesn't start the game, ctrl+al+del and end process launcher.exe, start from again); usually, for me, it starts the game after 4-5 tries tops.

Sounds like that can get annoying fast. I would directly start it if that's the case.

If you go into the World of Warcraft folder where the game is installed (usually in C:/Program Files/World of Warcraft on a Windows machine) you can run the Repair tool. That folder is also where you'll find the game file, instead of the launcher, as mentioned above.
You may be having connection issues with the News info that pops up in the launcher. Or it could be security software interfering with the Updater functionality of the launcher.
By the way, that error you saw was likely for Launcher.exe. A .exe file is an executable (aka program) file.

Just for clarification. This is a KNOW issue with Blizzard. I've read conflicting reports but it may have something to do with the NIC you are using.
I also believe that Blizzard is denying that it is a problem with the launcher.
The only work around that I've found that works consistently is to run wow.exe as has been stated above.
