Stampede does not increase run speed. It increases haste, which only increases your attack speed. Haste sucks for bears. Stampede is generally a lackluster talent for bears. 2. Windwalk only increases speed when it procs and doesn't apply the rest of the fight, when you might need it.
3. You don't NEED to have that small increase in run speed, but considering the amount of movement required these days, I would take it.
4. Here's a link to a comparison of the armor enchant v/s the agility v/s the mastery one on gloves. Assuming the comparison is correct, armor still wins:
ComparisonThe default weights say that, point for point, 1 agility is worth about the same to a bear tank as 0.71 armor, in as much as you can compare apples and oranges. So if you multiply those values by the amounts of each given by the enchant, you get:
Agility enchant's point value: 20
Glove Reinforcement's point value: 170
You are correct that armor enchants are not multiplied by the bear form multiplier. However, Armor is an excellent tanking stat. We just don't talk about it much since BC days because there's almost no way to stack armor anymore. You only get it from gear upgrades and a select few trinkets and enchants.

Stampeding RoarStampeding RoarAs for the armor comparison I think you might be off for the reason that armor from enchants cannot be buffed via Bear form, significantly reducing the value of the enchant.

Stampeding RoarStampeding RoarHerpadurp.... I thought he meant the talent Stampede. /facepalm I would say, though, that stampeding roar has a long cooldown and isn't always available.
As for the armor comparison I think you might be off for the reason that armor from enchants cannot be buffed via Bear form, significantly reducing the value of the enchant.
Thanks for that. I hadn't really thought about how the item comparison tool on this site wouldn't differentiate between armor on gear and extra, non-multiplied armor. I thought those weights seemed a bit extreme...
