Ok here are a few things that I see.
Its good that your reforging stats like hit and exp when there on gear but if the gear has Parry/Dodge only you need to reforge that gear also.
On your helm reforge the ? to Mastery. On the Finger reforge the parry to Mastery not dodge. If I think the numbers are correct the helm should be Parry to Mastery. Try not to have a bigger gap then 1.5% between Dodge and Parry.
On your gylphs drop the WoG gylph for SoR. For your spec I would use this >
http://www.wowhead.com/talent#sZGMhfRddRRucbMRoL is a good threat talent but the threat is not needed. I would to the PoJ talent. One is allow for more mastery on your gear. and Two there are Mobs that Fear and Stun in Za/Zg so that gives you more HP to use for wants needed.
Ok on gemming here is the thing your all over the place.
If you want more mastery for avoidance then use gems with mastery.
If you want more Stam then use stam gems.
Don't use the Dodge/Stam gem it's crap and only for bear's if there Dodge Gemming. And only use the Soild gem if your gemming for Stam. (Which is Heroic only, or your have Healer issues)
Your gemming looks like a Mastery gemming or thats want your trying to do in most of your gear. So use
Fractured Amberjewel for yellow,
Puissant Dream Emerald for Blue, and
Fine Ember Topaz for Red. Alot of use here use a Mastery build for our gemming now the better gear you get the more this
Puissant Dream Emerald becomes the gem your want. Your trading a small amount of avoidance for more Health which for those O' Crap times comes in handy. ( I gem Mastery/Stam in both Yellow and Blue Sockets and Parry/Mastery in Red)

Greaves of Splendor or am i asking a really stupid question there, the only reason i do ask is i would be losing more hit, which i know i am mean to reforge anyway but surely i need some, i mean my
Avenger's Shield misses a lot as it is.
The T11 are better than the blue.
What you could do (and what I did for while) is use
Reinforced Sapphirium Legplates instead of the tank T11. They have a ton of mastery on them, and you can reforge some of that hit rating off into dodge or parry rating. This does mean missing out on a lot of avoidance rating, but the mastery on the retri T11 is worth nearly 3% block before you start putting gems in there (another 40-80 mastery rating).
