Mastery is sexay. i dont raid much so my opinion might be invalid, and maybe firelands and 4,0 hc modes requires stamina stacking, but as i see it you should go for mastery>armor. Then avoidance. try to keep dodge and parry balanced, around 1% more parry than dodge, why? dont know. after that, stamina.
so mastery>armor>dodge/parry>stamina
For gems, i suggest pure mastery gems in yellow sockets, mastery/stamina in blue sockets and some mastery/avoidance combo in red sockets. If the socket bonus is any defensive tanking stat or stamina, socket for the bonus. Elitists will call you a noob, but do it anyway. Socket bonuses are sexy.

The talent Hold the Line benefits from parry, so we always want as much of it as we can. That being said, dodge and parry both have DR's that get out of hand quickly, so letting parry get too far ahead means an overall lower total avoidance.

Balance the stats as equally as you can to minimize diminishing returns, and thus maximize the rating-for-rating benefit to your avoidance. Plus or minus a percent on parry is not going to have a noticeable impact on your hold the line uptime, and even if it did you are talking about fractions of a percent change on a 10% crit buff.... Maximize your DR.
