since i only know of a few recources. Those being:
Wowhead
, mmo-champion and the server forums.
There is no (to my knowledge) real search engine for guilds. There are an extreme amount of variables, which would make that difficult.
Also; if you have a bad (or less-good, anyway) reputation on your server, you've got the chance to redeem yourself, so to speak. Behave maturely, be nice, helpful etc. And you'll have a good reputation in no time.
Anyway, if you have experience on leading real-life activities and projects, leading a guild will be little different, I'm fairly sure you won't have much trouble with it.

You might want to checkout Tankspot.com. Lore has done several Weekly MArmots and lots of questions in his PST segment about guild/raid leading. He himself is a guild and raid leader and seemed to have some good insight into the problems that can arise.

First...good luck, and grats on actually wanting to start a guild for what i would call a "good" reason. I really hate it when I see people start guilds for the "wrong" reasons. I hate to see guilds started because someone has some "killer idea" about a guild name, which usually is some not-funny name that is meant to be funny....or some not-cool name that is meant to be cool...or (well, you get the picture). I also hate to see guilds started because someone thinks they "can do it better" than anyone else. These guilds usually fail before they ever get started, often leaving their founder with a very expensive storage unit.
Your idea however sounds like a good idea, since you seem to be wanting to fill a gap...an empty time slot on your server. Organize it, and run it well, and you have a good chance of success. I can only offer you a few tips snd suggestions.
1. Dont expect ot to happen overnight. Especially now with the guild level system, just getting off the ground is tougher than ever.
2. Find at least a couple other people that are dedicated to the new guild to help it get started. These players need to be dedicated and willing to stick it out with you. They need to trustworthy, and have a good, positive attitude.
3. Make some goals, and stick to those. And make them realistic. Don't start a guild with the idea that you are going to be top 5 on your server. But if your goal is to be a progression raiding guild, make sure you keep your eyes on that prize.
4. Be fair, honest, and humble. If you plan on "taking" from your guild members, be sure you "give" to them. One of my biggest pet-peeves about some guild that I have been in, are when they have no guild bank access at all. Same goes for non-material things as well. Dont expect your members to show up for every raid to help with progression, but ignore them when they need help with a quest or achievment.
5. And as for how to recruit. One of the best ways our guild has found to recruit good players is not through advertising, but through Pugging. Especially at the start, you will likely have empty spots that need to be filled. Pug those spots in, and if you offer them a smooth clean run, and a fair shot at gear, you have a good chance of at least getting an alt in the guild. Often times, that eventually leads to getting their main later on.

I don't know at what time you eat, but we usually raid from 19:30 or 20:00. The classic Dutch time is 17:00 piepers op tafel, though how they combine that with the traffic is a mystery to me :P
Some friend of mine started a guild a few weeks back because we were dissatisfied with the guild leader. We still have to pug 1 or 2 every now and then, but we're level 8 and going strong :) Made 5/12 the first week of our existence, 9/12 pre-nerf and will start on Firelands tonight, so it is entirely possible to successfully create a new guild, recruit and make progress (well, progress depends on your frame of reference, Paragon will deem us horribly slow :P )
1) Start out with a few ppl you can trust, ppl dedicated to the guild
2) Have decent, honest and clear guild rules
3) Treat members the way you want to be treated
4) If you pug (and you will, at start) ask them to join if you like them
5) Advertise in the guild-channel on your realm
