Currently, haste WILL top out over mastery for pvp. In 4.2, however, I think mastery will be a stronger stat especially for high ratings where people are used to dispelling and casting while moving limits the use of haste. Just like how my fire mage goes for crit first and mastery second because haste isn't highly valuable for pvp when you don't have to stand still to cast.

may even swap to crit post patch, if you still get people dispelling flame shock then you will have lovely 90% more haste to spam moving LBs with.

i have a good amount of spirit pvp gear for healing but because im lazy im just reforging and enchanting it for ele, what stat would be best to reforge too
It depends very much on your playstyle, partners(for arena) and opponents. If you get to hard-cast a lot, I'd say mastery wins by a wide margin. Sadly this doesn't happen a lot in pvp - upcomming patch may fix that.
As of now, I'd say haste wins, due to the fact that it can help you squeeze out that one LvB or LB, that might win the match or turn the tide.
Haste also helps your healing-spells, in a sticky situation(and as elemental there'll be plenty of those). Haste also lowers GCD, which actually IS a rather big thing for elemental. You'll be shocking a lot, planting totems and switching shields - all of which cost a GCD.
Mastery does nothing for: healing-spells, shocks and GCD.
On the plusside for mastery is the awesome burst. Overload on a LvB can make people go defensive, quickly. I think - and hope - that mastery is gonna be a lot better, after 4.2 where hard-casting should be easier.
Crit is not an option, imo. Crit does nothing for LvB(asuming you keep flame shock up). And as of now , LvB is our best spell, due to the cast-time and constant dmg. I don't think 4.2 is gonna change that.
