When I still raided we usually had someone switch off of Rohash once he started getting too low. I remember one time it even worked out such that he was
so
low that
both
DPS switched off the platform and the raid leader had me finish him off as a holy paladin.
Only having one DPS the entire time might cause problems, but your DPS are going to have to learn to switch and, most importantly, stop DPSing. There's no reason Rohash should be dying early. There's no reason you can't just stop DPSing and sit there on his platform. He doesn't even have to take damage from a tank.

We had 2 dps and a healer at Rohash
The problem we kept encountering was Rohash was dieing before Anshal ever got under 2mil health.
This doesn't sound like a difficult problem to solve...
I think the way timing works out would be:
Start:
Anshel: Tank1, Healer1, 3 DPS
Nezir: Tank2, Healer2
Rohash: Healer3, 2 DPS
Fight until energy gets to 80-85.
Nezir Tank and Healer jump to Anshel. A second later Anshel Tank and Healer jump to Nezir. A second later 3 DPS from Anshel and 1 DPS and 1 Healer (?) jump to Nezir from Rohash. Burst down Nezir as much as possible. Once ultimate is done, the 3 Anshel DPS go back to Anshel, the Rohash DPS goes over to Anshel also, and the Rohash healer goes back to Rohash.
After First Ultimate:
Anshel: Tank2, Healer 2, 4 DPS
Nezir: Tank1, Healer 1
Rohash: Healer3, 1 DPS
Damage the bosses. Get Rohash down to sub 1-million health, whatever your damager is comfortable with, but don't kill. Get Anshel down to sub 1-million health. You will likely have to hold damage on one platform or another. Get the two bosses low. At 80-85 energy, do the swap like above; Tank1 and Healer1 end up back with Anshel, 1 DPS stays with Rohash, all others jump to Nezir. Burst down Nezir as much as possible. After the ultimate is done, Anshel will have healed a bit. 4 DPS go to Anshel and kill him. Coordinate so that Rohash dies at the same time. If there is a big health disparity still, you might send 3 DPS to Anshel and 2 to Rohash; make the call. Once both are dead, everyone get to Nezir, pop Heroism, and you have 60 seconds to kill him.

^ just follow what Porcell said.
I generally run with only 1 dps on Rohash with a healer there. Healer basically just stays the entire time.
It sounds like you're having both tanks/healers and dps switching at the same time. Don't do that, have your tanks/healers on Anshel and Nezir switch first and THEN have your dps switch during the ultimate.

another thing is if u have a pally tank and pally healer u can have them bubble there stacks of the debuff on nezir. Will so that only your dps switch on the 1st one then every1 switchs on the 2nd.
Depending on group makeup, you might want to split the paladin healer and the paladin tank so that you have a frost resist on Nezir's platform at all times.
All my posts have been about heroic, by the way. It's been so long since I did normal conclave I don't even remember what the differences really are.

Hmm something else that might work balance out your dps.
Some dps can pull alot more dps then others can. Depending on Class/Spec or Person playing the toon.
(haven't raided this exp.) But it sounds like you have your dps a little off-set. and might need to swap the groupings some. Having 2 dps that can pull 24k dps on one boss when some of the others only do 18k may not be a good idea.

Is how I would break it down. Disc Smite on Rohash + Warrior should be plenty of dps/heal.
