My favourite TBC zone is Nagrand as I just love the scenery of that place however I know for some people they absolutely loath that place.
For WotLK I'd either say Icecrown for the interactive quests or Sholazar Basin for the scenery, probably leaning towards Icecrown, as there are some
really
good quests there.
Should do the entire content for both expansions at least once.
I agree with this as well but with the issue of limited playtime you may as well do the best zones first.

Nagrand and Shadowmoon Valley for Outland, Dragonblight, Grizzly Hills and Icecrown for Northrend.

If you really want to experience the Outland zones remove your flying mount from your hotbar/hotkeys and only use ground mount when questing, since most all zones' quests were designed for flightless players as you could only learn the skill at 68/70. Especially the Blade's Edge Mountains quests take on a life of their own this way...
