I don't see any problems with your talents or gear. This has me thinking it's either overgeared/overzealous DPS (which you seem like you'd know if that was the case), or you're just missing something baseline about Protadin tanking. Seal choice? "Rotation?" Could be something along these lines.

Hand of Salvation
. It's a great tool to toss on your highest threat DPS a few seconds before an add appears.

Or, if they're melee and they're really ticking you off, toss a Hand of Protection on them. They probably won't notice for at least a little while, and during that time, they will produce zero threat!

Usually works after this first time, sometimes it takes two if they are really dum dums. But it is my favorite trick.
I'm surprised you said you lost aggro on the boss. I could see trash giving trouble due to a lack of vengence, however, on a boss you should get that stacked up high so you only need to worry about the first 20 seconds or so. As he said:
For bosses I like to start with Divine Plea to get three (3) HP's, Pop wings, Cast Avenger Shield, Judge while running towards the boss then SotR (for the threat and Holy Shield) when it gets within range then Crusader Strike while I get into position.
A slight variation on that, DP+Inquisition+Wings+(exorcism if I want the boss to be tanked at my location as opposed to where he currently is)+Avenger+Judge+Crusader. By the time I get enough HoPo for a SotR, Censure will have 5 stacks so it will hit harder as well.
And I'd definitely pull out the point from Guarded by the Light and Rule of Law moving both it into consecration if 5man is your content. Also I'd drop the Crusader Strike glyph and get HotR glyph as it is much more often you will just be AoE tanking in 5 mans.

I don't know about most tanks, but on my undergeared Warrior I usually get upwards of 8k-10k extra AP on trash packs. That's a LOT of extra threat. Whereas on a boss, they usually hit slower and more spread out; I've never glanced at my Vengeance buff on a boss, but I don't think it's as high.
Either way, pulling a boss with the suggested openings is definitely recommended. You should easily have a huge threat lead that can be sustained through your regular "rotation."

Want kind of attack order do you follow?
Do you tank with SoT or SoL?
Is it one type of dps that is pulling aggro?
I can ripe aggro off a tank in my Ret Spec if the tank doesn't know want there doing and slacks off after the first 25 sec of the fight. I had a Warrior Tank not even break 10k on Omen on the bear boss in ZA.
The thing to remember is some classes like pallys use proc's to have good dps. if you get a about 4 or so in a roll we will right on top of you in threat in just a few seconds.

The other thing your "team" should keep in mind is relative strength. You can glance at the HP pools of the other players and get a rough idea what their "power" is. If you are in a group that has a 160K Tank with 140K DPS the DPS needs to adjust instead of yelling at the Tank to get more threat.
If you as a Tank have the right talents and gear and following the optimal hit rotation while sustaining your mitigation then you've done your part of the job. Part of the change in "Cataclysm" is that DPS can't blindly attack either expecting Tanks and Healers to always have a "save me!" when they mess up. Both Tanks and Healers only have so many "save me!" abilities where using our abilities up too fast then yelling at us because we didn't have another ready isn't our fault.
