I think I've heard of one, but I use something else entirely. Open WoW with Steam and simply activate the Steam overlay (shift+tab) to get access to a browser.
Alternately, play WoW in windowed or maximized-windowed mode and alt-tab to Chrome. Make sure "play sounds in background" is checked in your WoW settings.

How would that be against the terms of use policy?
Because connecting outside of the Battle.net network using the game client would require you to alter the game client directly or manipulate it via a third party program.

Pulling data from elsewhere is one thing, manipulating existing data is something else entirely. There's no breach there, at all.
For example, I recall something about a Wowhead addon - and that was hardly against any rules.

Yeah. The Wowhead addon is fine. But the wow client itself cannot connect to a website without being modified. Back on the old WoW UI forum there was a post asking why it such an addon couldn't exist and Slouken explained the reasoning and that any such method of developing a web browser within the wow client would be a violation of the ToU.

I noticed that Steam allows you to view a web browser by using an overlay style social tab.
Can't remember the keybind to use it, but you can download it here:

Just manually add WoW to the list of monitored games and it should work. If you need more help I can add some screenshots.

There still exists an app called Overwolf that does bring an overlay into WoW (32 bit only I think) which includes a web browser.
However, I recall that this was a huge tax on system resources and ultimately wasn't as good of a fit as to alt-tabbing or setting up a second display.
Additionally, I did try to use a second computer next to my main rig but that caused space issues with 2 keyboards and 2 mice.
*Update*
Apparently Overwolf does claim to work with WoW (not sure if it's considered violating the ToS) but only in specific settings (basically 32 bit and in DX9).

OK this is FYI only!
I personally use this Software and I LOVE IT!
This app allows me to use WowHead in game using a browser, allows me to resize browser, change opacity and continuously search and find things while in game.
Allows to render in game sounds and system sounds meaning I can watch a YouTube Guide with sound on!
JUST CHECK IT OUT AND PAY IT FORWARD MY FRIENDS.
