I think it would be a fairly good idea, I mean theres at least a few times a week where someone has one of those topics where it doesn't really belong in WoW general or WoW help but it isn't for off topic so people don't know where to post it.

This seems like the sort of thing that is already going on in each class's forum, in the OT threads. The difference is that they became necessary when small communities of people who enjoyed chatter and small talk with each other grew out of the more serious discussion in their forums. In these small communities people are actually interested in your little bits of news and musing because they know your writing-style, humour and opinions from the rest of the forum.
I just wonder if it might not be best to encourage people to get involved in the communities that exist (as most do over time), forge friendships (or even jovial enmities) with people who will want to know your latest news.
Creating a void like this and asking people to fill it would no doubt result in the void filled but I'm pretty sure it would just get filled by the usual suspects (you know who you are ^_^) with the odd interjection from someone like the OP who would still be ignored in favour of the banter between friends.

now - this time I hope it'll stick. Please do not post random and, pardon the directness, useless stuff where it doesn't matter. You have gotten a 48 hour ban to carefully read through , understand them, and then carefully reading them again. This kind of random spam is simply not something we tolerate.
I sincerely hope that this will work, because the ignorance - intended or not - is starting to get annoying. And that is considering a nice idea was given.
Now, to get back on track for this:
I like the idea of having a WoW Off-Topic, but the updates will still have to be more substantial than talking about what spec you have and so on. In that vein, I feel some of these posts opened by the person in question would still be moderated.
Still, I'd like other people's thoughts. I'm thinking of a WoW Random thread where people post what they want a la Twitter or a blog, no theme needed; rants allowed within reason.
A good post example:
"Oh man, just got sniped on Posideus. =( I think I'm going to try heroic MgT, hopefully the mount drops THERE at least."
A bad post example:
"I will play WoW today yay spec?"
Yay/nay?
