Even at 0 haste, your Cobra Shot cast time will be 1.59 seconds with 3/3 Pathing and full raid buffs. Reforging every bit of haste possible is still a good option and will give you a nice DPS boost, but even doing so, you are still likely to have 600-800 in 359 gear and more with 372 stuff. You are looking at CS cast times in the 1.5 second range with that kind of haste which leaves you about 0.5 seconds of dead time to figure out what to do with.
As for the main topic:
One thing to consider is that delaying an ES to fit in one more CS or AS isn't necessarily a bad thing providing that you are only delaying it for a short time. You would just have to do some math to see where the break point is for how long you can delay ES before it's a DPS loss.
Just using my gear in FD, i get the following average damage figures for my shots:
ES - 33481
CS (during CA) - 20850
AS - 14935
CS (outside CA) - 14375
I would guess that during CA you probably should never wait to cast ES. I think you are better off delaying your ES a short time and getting in another near-100%-crit CS.
Outside of CA, it would take some math to figure out where the break-point is for how long you can delay an ES before it's a DPS loss. You would then need to figure out how much haste it would require to get you to that point and see if it's feasible.
I might take a stab at the math later when i have more time.
