While I agree that it's a better idea to simply have spells/talents work differently between PvP and PvE, from a balancing perspective, Blizzard seems mostly dead-set against it.

For a reason. According to Blizzard, World of Warcraft is supposed to be
one game
with
two different aspects
, PvE and PvP. The design goal is that no matter whether you play PvE or PvP, you're still playing the same character and the same game. That's smart game design. Having spells that do this in PvE and that in PvP is not a better idea. It's confusing.
Eh, I disagree to an extent. City of Heroes adjusted abilities so that they had somewhat different effects in PvP and PvE. For instance, Taunt was actually useful in PvP there; since PCs don't have aggro tables, they had Taunt forcibly change the target's target to the tank for a few moments after it was used. Annoying? Yes - but it made the tank role actually feel like a tank in PvP.
And it wasn't really problematic to remember the differences. You already have to do that somewhat in PvP in WoW anyway - spells that don't work at all in PvP, CC spells that have greater diminishing returns in PvP, stuff like that.

I must agree, this is stated to be the general game design, therefore a change like this will not be coming any time soon, not even Blizzard-soon.

I learned how to tank in PvP already actually. If you /taunt, /spit, /lol. /pat, and sit on dead corpses enough, enemies target you regardless of whether you have a healer or not. just as a little side note.
Just has to say: This made me lol.
I suppose I could also equip a healing weapon and shield, and spam a low-cost heal for a few seconds; anytime I'm healing in PvP, it almost ensures that I'll be gang-raped...
