Generally there isn't really a significant difference between 2h and 1h+oh. The 1h+oh combination barely wins because you get the +int oh enchant.

I like heartsong much better than Hurricane, though - and there is a version for 2h and 1h weapons so you can use that enchant either way you choose
More Spi gives more mana regen; hurricane is nice but the haste buff can be wasted (triggers at wrong time), while the Spi buff will always regen your mana.

. So it's possible to choose items with not so great stats, reforge, and wonder whether 8 stamina and150-ish haste outweighs 35 int, 50-sh mastery, 9 spirit and 65 crit. Due to JP vendor having certain offhand,
this
comparing is more appropriate. Moreover, mastery is better for throughput than haste between breakpoints. So, technically, in last comparing all stats are useful. Let's use Cata rare gems for comparing.
a) staff. 90 haste + 8 stamina + 3 sp. It equals 2*40 haste gems and 10 haste + 8 stamina +3 sp.
b) offhand + mainhand. 35 int + 78 mastery + 1 spirit. It equals 20 int + 20 mastery, and 40 mastery gem and 15 int+18 mastery +1 spirit.
So we see that offhand +mainhand is better when all secondary stats on them are approximately of the same value.
TL;DR: Buy Apple-Bent Bough and enchant it.

Not the correct conclusion imo.
The right one would be: Don't waste your gold on crappy ilvl346 stuff, just take whatever you have already enchanted and go raid with it. It's good enough and the blues will be replaced soon anyway, stop worrying way too much about gear.

Only epic offhand without hit which drops in raids, is from 3-rd boss in BoT - not so easy to kill. So it will be only advantageous if you get offhand which gives better constant throughput, instead of worse, and random. Materials for enchant can be bought with JP as well. There's not so much to buy from JP anyway.
