Read nearly any of the other threads. Such as the one titled "Guide to PVP Hunters". Or the one titled "Best leveling spec".
I think he may mean for leveling or endgame (i.e. whether PvP, Dungeons, or questing is the best way).
It depends.
I'd be inclined to quest and queue up Battlegrounds simultaneously.

Seeing as how the question (statement, really) was only one sentence, it is not surprising we reached two different conclusions.
On a higher level toon, I quest while waiting for the PuG to form.
Yeah. It's part of the problem of teh internet. People care less about proper sentence structure and so on...>_<
