After two expansions, I finally decided to dust off my druid and start playing with him again, with the intention of going balance by 85 (currently 34). I have a few questions that I want to ask before I continue leveling.
1. Do HoTs still generate continuous TPS for the recipient (i.e. the first tick is yours, the other ticks are the target's)?
2. Is balance equally viable as feral with regards to leveling?

HoT's generate threat for the caster only (80% sure).
Balance is equally viable to Feral in all aspects of gameplay except PvP, where Balance is vastly superior. Feral might have a slight edge in terms of downtime. (P.S. -- Feral wins hands down in the sound effects department -
Savage Roar
sounds 1.3 million times cooler than the lame Hooooooot of
. But Balance wins in the Proc-effect Graphic Dept. -
Eclipse (Lunar)
looks 1.15 million times cooler than the weird green-vomit-spray effect of
Berserk
).

To add on to Heckler's discussion about #2:
The spec you enjoy playing will be substantially faster than the one you don't. That being said, in my experience, balance levels by killing things with a 'limited' resource (mana), requiring you to stop/slow down occasionally to regen. Feral does not use a limited resource. At earlier levels, balance has slightly better survivability since SP/Int improve healing, but at later levels when you've gotten most of your feral abilities/talents, feral survivability is definitively higher. I've leveled 2 druids, one as feral, one as balance, and the feral one, leveled back when leveling was HARD (compared to what it is now) was much faster than the balance one, leveled JUST before Cata came out. Granted, this is MY experience, and yours will undoubtedly be different. By the same regard, leveling both of them from 80-84 (still gotta get that last level on one of them), the feral one leveled faster and easier with less downtime and substantially fewer deaths, and the both started with similar gear levels.

Thanks for the input guys.
I've always found playing caster classes more comfortable than melee classes, and the fact that I can use the same gear to heal is a pretty nice bonus. I think I'll stick to Balance for now, after all, I can always opt to use feral as my OS.

If you prefer caster classes, then sticking with Balance is your best choice. My DPS spec is Balance because I don't really like Melee DPS and I hate the Rogue/Kitty combo point and focus mechanic (just doesn't work for me). I had tried for a while back in wrath to level as feral because it was "faster", however, because of the reasons stated above, I gave it up. I've since come back, and one I got the spell gear, I fell in love with the Boomkin. That's why I like the druid so much, you can do anything with it.
