Each time your penance heals a target with Weakened Soul you gain 540 spirit for 10 seconds.
Holy
Being in a chakra stance grants your 540 spirit for the duration of the chakra.
This means that to receive 100% uptime of the 540 spirit a discipline priest must glyph penance, and use it each cooldown for a cost of ~2882 mana. With many fights being geared towards mass aoe healing this hardly seems practical.
In comparison to this a holy priest can gain 100% uptime by simply reapplying chakras before it fades for a cost of 0 mana.
It is also worth noting that spirit is a much stronger stat for holy priests as a larger part of their mana regen comes from spirit.
What can be done about this?
- Increasing the duration of the buff on discipline priests
- Increase amount of spirit discipline priests receive
- Add an additional stat/attribute to the buff for discipline priests
- Increase the effectiveness of penance as a heal (more)
- Reduce the cooldown of penance

Resto Druids have to stack up Lifebloom 3 times and keep it stacked up on that target. I have no idea how this works or if it's a pain in the ass or not, because I don't know anything about Druid healing, but it can't possibly be as good as the Holy Priest bonus because there's a hoop to jump through.
Basically, if that druid is tank healing, it's nearly impossible for Lifebloom to not be fully stacked by accident. Because their big expensive heal and their more mana efficent main healing spell both refresh the duration of Lifebloom it's beyond easy to keep it going. So yes, their bonus is just as good as Holy's.

Lifebloom is very specific. Unless the druid is in Tree form then it can only be one player at a time. Pre-4.0.3 after that first time they pop Tree they could just keep Lifebloom up on everyone using the refresh mechanic of Healing Touch and Nourish, but that has been nerfed. They have other tools for raid healing though. tbh even if your druid is assigned to raid healing you will probably notice Lifebloom on which ever tank is taking the most damage if that have the set bonus.
