It's your call. 3k+ regen is a good position to be in however the longer the fight, the more regen you want. More so in progression content.
I prefer a little bit more haste then mastery and crit, but i generally keep them balanced.

I value haste > crit > mastery, regen isn't much of an issue if you have 2 resto shamans, innervates etc. (assuming 25 man).
As for rolling on items without spirit, I would take an item without spirit and crit/haste as secondary stats over a spirit piece with mastery as secondary stat anyday.
