As someone who has run a guild for 3 years, starting from scratch, best advice I can give you is to just give it time. Someday it looks like it is going just fine and others you think why you would ever want to run a guild.
The one point I always stressed in regards to recruiting was what the person coming into the guild wanted to contribute, not what that person could get out of my guild.
If you try to accommodate recruits by giving all the time...you will end up with ninjas and alts.
In the early days of my guild, I would have members who would occasionally log on and when they did it would usually be to loot something out of the bank tab. When I removed that access they would usually be gone the next day.
If you want to build just for the guild perks your going to find yourself running a daycare center or just having a bunch of separate people in one place with little interaction, neither of which represents what a guild is.
You also going to have to lead by example. The best recruiting mechanism is personality.
Get Ventrilo. This can make a big difference in the building of a guild.
Be active with runs, but don't be stringent. I knew some guildmasters who wouldn't let anything occur of importance unless they were on. Let members set up dungeon/raids, this is a good way to find officer qualities in certain members.
As far a website...yes and no. You really have to keep it active or it will go stale very quickly. Just go to some of the guild hosting websites and view many of the webpages..you will see a large majority of them are never actively used. What you might want to do instead, which I found with my guild to be much more pro-active is to create a Guild facebook page. The activity on it is much better.

Guild structure helps a lot if you want the guild to survive, many guilds falls due the leadership or ranks per say is badly done, so people get fed up. A guild should help and elevate people who is less good to be better, so the whole guild gets better. I been in some guilds by now and often they fail due the leader cannot do their job or that the people in the guild just gets lazy. A good rule could be this. 1 leader who supervise it all(keep it under control), a council(officers) who makes some changes and got meeting to discuss the situations, classleaders/roleleaders who makes sure people know that they do and will keep an eye on things and last the more veteran players who is an example for people in the guild. Just make sure the chain of command is understandable and give people clear directives of that their roles do. Promote people who fits the role and not your friends because you like them. This should set your guild in a good foundation, you do not need to follow this words to the letter, just so long you get the idea.
Communication is important, so the guild needs to integrate with each other. Depending on what direction you want, you should focus on different activity. Raiding you need to do heroics and normal dungeons(if the guildies lacks) with members grps, they do not need to be full as long they are working together. In PvP you do BG or likewise. This will build up a trust amongst you. A stable guild is one who chats in the guild chat, uses vents sometimes and jokes and jest or tease each other. Drama should not rule the chat, but some drama can help keep a spark in the veins of the guild, instead of the vein dry up and brittle.
Some good activities I have had is:
PvE enviroments(Raids and dungeons)
Quiz games(sounds lame, but can be fun actually)
Duel competions
Racing towards a goal(from a start to finish line, prefer no mounts and heavy terrain)
Treasure hunt(Not done this, a guild on my server did and it was a blast, you have certain members stand on places and then those tells the contestor a riddle they gotta figure out to reach next npc and he gives next riddle)
And lastly anything you think off.
TLDR; Trial and error, keep your top clean and keep people busy and happy.

1. Added an tab in the guild bank filled with guild tabards
2. Free guild repair.
3. Two tabs where everyone can deposit/withdraw (1 stack per day)
So basically, you're bribing people to join your guild.
