Innervate
(Would have used fancy new tags, but the live preview just showed it saying "(Spell=29166)" which looked retarded.)
Close, Dylis. Not spellpower based, but mana pool based.
Innervate has gone through 4 iterations.
1: Top tier talent (31 points at the time) in the resto tree, exact effect I no longer remember, but I BELIEVE it was based on casting druid's regen, like #2.
2: Made a spell usable by all druids, but restored mana based on spirit based regen of the casting druid, meaning a feral druid's innervate was essentially worthless. To correct this, they went to
3: Restored 450% of casting druid's base mana, enabling every druid to bring Innervate goodness to a raid. And now, there's the new
4: Restores 20% of the casting druid's mana pool, putting us back with all the failures of iteration #2.

That might have been what it did for it's first iteration. That was like 5 years ago, so I get a little fuzzy.

I believe that some point it restored mana based on the spirit regen of the
target
because I remember hearing something about there being good targets (other druids, priests) and bad targets (shamans, paladins) for it.
I remember that being the case.

They work if you have visited the item's page itself in t he same browsing session, at least half the time for me anyway.

As strange as that sounds, that may be exactly the case. I did a search for the spell, but only hovered over the link on the results page to read the spell #. I'll give that a try the next time I link something.
