Start by building up either set and getting to 84, building up two separate sets are just going to cripple your leveling and/or your economy.
Once you get to 84 you can enter twilight highlands, here you'll get quest rewards which are good enough for normal cataclysm dungeons. Then you can build up both sets to a certain degree but you should focus on one of them (since there aren't enough rewards to gear up both fully).
Once you have a good enough set so you feel confident to running dungeons, start farming them. You'll get justice points for doing one each day and better gear from bosses. Whenever a piece drops that's for the spec you're currently not using ask the group if it's fine if you need for your off-spec. Most will agree to this as long as no one else needs the item.
Once you get to a sufficient average ilvl you can start running heroics, make sure your ilvl is sufficient in the spec you choose to run in. The ilvl is not determined by your equipped gear but also from whatever you have in your bags.
Nobody
likes having a healer/tank that's stacking gear to get by, you won't either.
Farm heroics to get your gear up, same principle goes there, ask for items that are for your off-spec.
Just remember you have to prioritize one gear set, otherwise it's going to take a long time getting anywhere.

Paladins use plate for healing, which will give you a bit of an edge as you're gearing up through the dungeons. Paladins are the only plate healers, so you won't have much competition for gear.

As it was stated work on gear in Twilight Highlands (TH). But if you should come across items like rings/trinkets that aren't needed in dungeons or quest that are 316+ item level I would like I would hold onto those. Just cause there are gear peices missing.
Easiest way to find out want to save would be go to TH quest rewards link. Then filter search by using intell. Then look at Plate Armor/off peices. That will let you know what is dropped and what is not that will have to be gotten somewere else.
And general rule of thumb if its item level 333 + it will last you awhile. (you get a nice tank shield in 3 quest starting the quest chain leading to the TH zone).

well i suppose i was wondering if there is an easy way to compare looted gear for an off-spec rather than your equipped spec.
also, i must ask. do pallies use plate or cloth for healing?
Either keep the gear in your bags and for a quick comparison just check ilvls and take whichever is higher (not necessarily better but higher ilvl and right itemization usually means it is).
Check upfront which items from that dungeon you need for your off-spec, not that easy if you're doing randoms but you can make a wish list in atlasloot if you use that.
I think wardrobe or some other similar addon has the feature you're looking for though.
