Horde > Borean Tundra

Imo,
Ally > Howling Fjord
Horde > Borean Tundra
This.
The Alliance storyline is far more interesting in Howling Fjord because of the vrykul -> human relation... Whereas the Horde storyline is more interesting in Borean Tundra because of Warsong Hold.
Although the Forsaken storyline in Howling Fjord is pretty interesting.

I'm much more a fan of Howling Fjord. But then... I also have a particular enjoyment for the Forsaken. Borean feels like more of a mish-mash to me. You will definitely want to quest in Scholazar (and work on your rep with the Oracles) ASAP. But again, I really enjoyed Grizzly Hills, Zul'Drak and the Storm Peaks.

Howling Fjord is great for storyline on Vrykul
Borean tundra is good for Malygos storyline
Choose which one you want

Howling Fjord has walrus-men. Borean Tundra also has walrus-men, but to a much lesser extent. I think the choice is obvious.
