Well, reading it out sequentially it says:
If I am in a stance, or if I'm indoors, or if I'm in combat and not mounted, or if I am activated by button two, cast Ghost Wolf. Otherwise, cast a mount.
What stances can Shaman be in?

ghost wolf is a stance...
It's so the macro just takes ghost wolf off if you click it while already wolfed instead of trying to mount you while you're outside and out of combat.

Huh. Didn't know they made it a stance. I dunno why they would do that. If it is, auto-unshift would drop the form and cast the mount in one motion. No reason to make it two clicks.

There is if you explicitly do NOT want that to happen. For example, in PvP, doing that will cost you a GCD if you're wolfing out of combat > drop combat > go to attack someone from wolf.
edit: Also, it's always been a stance, although I agree with you in wondering why the hell that is the case

This is what I do. I have my mount key bound to ` and the mod is set up so that when I'm inside and hit that, I go to ghost wolf, and when I'm outside and use a random mount (and when I get to 60, it'll be for flying mount and ALT+` will be for ground mount).

also a rather simple macro that woks well for this is
/cast Whatevermount
/cast Ghost Wolf
With the above, if indoors or in combat, or unable to get on a mount for whatever reason, you will cast ghost wolf, also if mounted on the mount in the macro(and on the ground), you will dismount and cast ghost wolf.
I use this for several things to include the new seahorse mount. You can bypass most of the 'fancy' macro work with something simple like this..
/cast Seahorse (don't know exact name offhand)
/cast flying mount
/cast ground mount
/cast Ghost wolf
now i haven't tried the exact macro above, but have similar ones on my characters that have the seahorse mount and it works just fine. Similar to the above, If on the seahorse and you press the macro, you will dismount and mount up on your flying mount (or whatever is second on the list)
