Yes you can change from Scryers to Aldor. The method is described on here:
http://www.wowpedia.org/The_Aldor#Switching_to_Aldor
.
Being Aldor or Scryer has nothing to do with being Alliance or Horde. You should select your faction depending on the rewards. (See

._Scryer#Analysis)

Nowadays it doesn't really matter which side you choose as you'll only spend maybe 10 levels max in outland.

However in that 10 levels u can die a lot at the aldor elevator...
Oh! Not realy, we have flying mounts now from lvl 60...ah bad...was so nice, to stand at the bottom of the aldor elevator whit popcorn and a /rofl macro...hm..good old days... ^_^
yeah, it made my day when back then, while waiting for the aldor elevator to come down, i saw countless people fall down to their deaths right in front of me.

There is no "wrong" choice, unless you're a huge faction loyalist. My gnome mage happily chose the Scryers. I mean, they had that huge arcane library, who could resist?
No one but
achievement
whor
hunters
care about Aldor/Scryer rep now. Any reward you might get becomes obsolete after 5 minutes in Northrend.

Hey.
By mistake, I came to choosing the wrong side in Shattrath City.
I am alliance but chose Scryer's Tier.
Can I change this to Aldor Rise?
Anyone can help me correct this mistake I made?

it's irrelevant wich side you chose. Scryers may be blood elves but they are a neutral faction, likewise Aldor may be Draenei but they are also neutral.
both sides offer some rewards as your rep gets higher, but those rewards become irrelevant in northrend, the only real diference between choosing one side or another is that in netherstorm and shadowmoon valley there are some aldor-exclusive and scryer-exclusive quests, and you can only do those quests with the faction u allied yourself with.
having said that, you CAN reverse it, but it's not worth it unless you are hunting for the achievement of being exalted with both factions, and it's a HUGE grind to switch from one to another.
as a last point, don't worry at all about what is your status with factions from older expantions (such as argent dawn, cenarion circle, aldor/scryer, thrallmar/honor hold, keepers of time, frenzyheart/oracle, sons of hodir, warsong/valiance, argent crusade, knights of the ebon blade)
only worry about the current cataclysm factions wich are Ramkahen, Earthen Ring, Guardians of Hyjal, Therazane, and Wildhammer/Dragonmaw. And even then, in 2 years when the next expac is here, these 5 will be forgotten and replaced by a new batch of factions.
all in all, the only thing you did was just use a blood elf sanctum while you quest in outland, and after 68, unless you are one of those achievement hunters, or alliance/horde extremists, it will not matter as chances are you will only visit outland 10 times per year. Or less.

Faction.... Dont mess with any of it until you max level and then you figure out what
if anything
you want to do with it.
There are so many advancement paths now faction is one that needs to be thought out.
