It doesn't really matter what you're DPS is if you're keeping aggro, but if you're only doing 2k you probably won't be able to keep aggro in a group with leet DPS.
If you're running with diseases, Diseases > Death Strike > Scarlet Ferver > Heart Strike > Rune Strike.
Without diseases, Death Strike > Scarlet Fever > Heart Strike > Rune Strike.
Only heart strike or blood boil to reapply Scarlet Fever with Blood Runes, save all Death Runes for more Death Strikes (or reapplying diseases). Blow Runestrike's when you're runes are all on cooldown, and macro Rune Tap and Blood Tap together and use it whenever you deem necessary.
This is my maximum survivability rotation, not for burning things (Like last phase Chimaeron), and I can usually put out 5-7k single target DPS with it depending on the fight.

asuming you are 85 then 2-3 is indeed a bit low, especially if i see DK tanks do very good damage.
i leveled 80-85 as blood tank and was around 5-6 and i often ran with a fellow DK tank guildie that does 6-7 as 84-85. (this was dps in normals)
there may be multiple reasons: build, glyphs, gear or rotation.
as im unholy pvp atm i dont know for sure if i remember it right, but my opening rotation was: DnD, diseases up, DS, HS, & RS
make sure youll use all cd's in the right way and thats it for the rotation i guess.
I'm assuming single target. If you're doing 2k multiple target you must be actively going AFK for minutes at a time.

Also never had any problems at either aggro or dps. Overall DPS at about 5-6.5k, both single target and packs.
Single target rotation:
Pull with Outbreak > DS > HS > DS > HS > Dump RS until done with cd > Repeat with DS
Packs:
DnD > Outbreak > Pestilence > DS > HS > DS > Dump RS (cycle targets) > HS > Repeat with DS
Probably not the most efficient rotation, but it works like a charm. Had two DPS'es in a group doing 10k each, but Omen still puts me ages above them.
Glyphed for HS, DS, DnD, RS
Glyphing for tanking shouldn't be too difficult, since imho there aren't too many worthwhile glyphs for us. Also have glyphs for Horn of Winter and Blood Boil, mostly because I don't like leaving glyph slots empty. :)
Must also add that I'm pretty much hit capped (0.16%@88) and expertise capped (0.42%@88), so I "never" miss a hit. Item level is at 329.

I run with diseases and my multi-target rotation is as follows:
DnD > Icy Touch > Plague Strike > Pestilence > Blood Boil for scarlet fever > Rune Tap > Death Strike > Dump RP with Rune Strike.
After that opening, just Heart Strike (when blood runes are back up) > Death Strike (when frost/unholy runes are back up) > Dump RP with RS > use pestilence and BB when diseases need to be re-applied.
This rotation has always assured that I keep aggro for the whole fight, and I deal some consistently decent damage.
This is the rotation I work with as well. I'm not tanking at level 85 yet but at 83 I am consistently the highest in total damage with the groups I run. And if I'm not 1st I'm second. Sustained damage is for the win and currently I can get 6500-7500 sustained dps.
I bet I am pretty close to the spec and build above. But before somebody goes on and on about "there is no DK tank rotation"- i know- it's just abilities that you use more often than the others and repeat frequently.

As far as I'm aware, the diseaseless build currently runs with less threat, but has better self healing. If you are having threat issues, and are diseaseless atm, switch specs. Plus get a better weapon. Even if it's a pvp weapon, so long as it does higher dps you will be pumping out more threat.

In my experience, it's not a matter of how much threat you produce, it's more of how (in which a way) you produce it.
I tend to be everywhere, keep on move if the pack is sizable and I could get mobs behind me. I'm switching targets often, when I see a "good enough" threat lead, or for sure know that my threat isn't quite enough on that particular target.
Trying to line up "about to get loose" mobs for an efficient Hearth Strike is a game in itself, that don't always have an acceptable solution. But you should try nonetheless. If you win the round, you'll do your DPS a favor, if you don't, you'll still produce some threat that counts toward your overall credit.
Also, try to pull all three hound cubs before Beauty at once. If you didn't do it before, you'll see, It's a nice challenge. Could get messy first time, but real easy, when you get a hand on it.
