I think the easiest explanation is that Swipe and Thrash are pretty similar in terms of threat, but since you can do both in any 6 second window, it's sort of like having Swipe on a 3 second cooldown -- so it doubles your AoE TPS potential.
But for a more particular look:
Thrash
(Initial damage + 3 Ticks of DoT Damage):
Threat = Initial Damage Threat + 3 * (Tick Damage Threat)
Threat = 4.5*(225 + AP*0.16) + 3*4.5*(189 + AP*0.033)
Threat per 6 Seconds with 10k AP:
15219
Threat per 6 Seconds with 20k AP:
26874
Swipe
Threat = Initial Damage Only
Threat = 4.5*(2710 + AP*0.073)
Threat per 6 Seconds with 10k AP:
15480
Threat per 6 Seconds with 20k AP:
18765
Also note: Thrash's ticks are not affected by Armor.
So the take-aways: Thrash scales much better with AP, and even if it was identical to Swipe in terms of Threat, having 2 6-sec cooldowns doubles your AoE TPS. Data taken from

Yeah I noticed that around level 48 druids start to have trouble holding agro, why is that?

IMO, Druids are Defunct tanks at low levels. Warriors and Pallies not only have no aggro troubles, they routinely top the DPS charts (speaking from recent experience on my new Shammy, from lv 20-50). Druids struggle on both single target TPS and AoE TPS -- I'm not saying it's impossible for them to tank, just that an average LFD player (in my experience) seems to excel on a warrior or pally, and struggle on a Druid.

. Maybe its all in my head, but Lowbie Bears need a fix IMO.
