Tanking: Hit and exp caps?

I have been looking all over the US and EU armory to find good, hardcore raiding DK tanks to figure out what stats they have been building, gemming, and reforging. Some of it is straight forward, i.e: Stam stacking is for noobs.
However, one thing is causing me some confusion: Do we need to be hit and exp capped? Players like Caress from Premonition are no where NEAR the hit cap.

I have looked at other tanks from top guilds, and it is hit or miss--idk if the pun here is worthy of a laugh--whether or not they are hit/exp capped. Does Virulence make us not need to worry about hit or what?
I am confused and looking for answers.

I think that's the thing. Cata is new so there isn't a strong consensus either way on what to gem, how important it is to get hit/exp capped, etc.
These are my thoughts, bearing in mind I'm not raiding yet.. Having decent hit/exp is somewhat important if your overall survivability is not hurt because of Blood Shield. If Death Strike does not hit, that's one less Blood Shield you will have to mitigate damage.
Hit/exp, from a threat standpoint, seems rather unnecessary though at this current point. In heroics at least I have very little problem holding aggro even on AOE pulls.. of course I'm also specced for AOE threat instead of for Lichborne so YMMV.
This is what I'm doing in general right now: reforging to keep dodge/parry relatively equal, reforging to get to a decent point with hit/expertise, and gemming Mastery. This stuff may seem random right now, but I guess what I'm doing is trying to keep some semblance of balance between my stats.

I agree with the point on threat. No one can get close to what I pump out when I tank. The only problem I have with threat is pulling off other tanks in TB. Having to hit escape to stop auto attacking is funny, but something I either chalk up to being over geared for the other player or they are missing with attacks.
I also agree with keeping my stats around the same level. I am not sure which stat is more important for entering the raiding scene, Dodge or Parry. So right now I am keeping them equal, and reforging to readjust.
As for specs, I am not sure how the Lichborne build works. I am kinda iffy, but it seems to be the build tanks use for raids. Anyone tested it? How does it work?

Pfft... get it in mind: For tank, hit capping is not vital, but nice. If you can get close to it, it's good, if not - don't bother. Same with expertize.
The only real issue happens, when you miss with Death Strike again and again, unable to raise blood shield. Does it matter much? Consider... I' myself, going to get as close to hit cap as it is possible without reforging. My healer is strong, but I love her enough to not cause her unnecessary heart attacks.

Unless it changed in 4.0, when you miss with a DK attack you're refunded the runes, and therefore only miss a GCD. Thus, the effect of a miss is very small compared to if you lost the runes for it.

Hit/exp is always going to be important. And while the importance of them for Blood Shield has been covered, I'll point this out. What happens when you miss and then get parried for your first two attacks on a pull... The dps get a ton more threat than you and the group wipes that's what. From what I've seen there is much less room for error in cata. Especially at low gear levels like now, or in any kind of progression, since you have less health, less mana, and less armor than you might be used to from back in 3.3.3 etc.

When DPS dont wait till you have a good agro grip on the group before they dps then they deserved to die.
Yeah but it's still the tank they will blame for the wipe. Remember, stupid people have power in numbers.
