Amazonjade, your last paragraph is a bit moot. Kitty dps is nowhere near as hard as it used to be in WotLK.
When I bear tank, it's all about timing, mob management, rage management, waiting for cooldowns and boss abilities to use them on.
That's because you're a tank, not because you're a bear specifically. You need to know when to pop cds (but dps needs to know that as well at times), ready to move the mob when melee is standing in fire. And when to maul if you have excess rage. But that's it really.
There is downtime even when playing kitty dps, giving yourself a little 3-5 second breather to gain energy (so you have enough to redo a 5 point rip by the time the rip wears off), meticulously managing savage roar on yourself and the dots and mangle on your target.
The only "downtime" is waiting for energy to fill up. We no longer meticulously manage SR since Cata, because it only boosts auto-attacks. Right now, if you can put up your bleeds and keep them up, your dps will be pretty high already.
Btw warlocks have downtime as well, it's called Life Tap.
There will be times as a kitty where you are taking massive aoe damage because you are in melee range and thinking "omg should I move or just take down this mob?" Sometimes you will have to just eat the damage if it's unavoidable, and there will be times you have to move, get out of the fire because the tank isn't smart enough to drag the mob out so you can dps it.
The bane of being melee I'm afraid. It's a known "issue" that ranged is favoured atm.
Yes, the tank should pull a mob out of fire to make it easier for the melee, but you have to move out of it regardless. Bosses have large hit boxes, and fire rarely covers it completely ...

i think to switch from mage to kitty. u realy need to think about it...
here is some things:
U need to start beeing realy active during raids/runs.. u cant as before.. press 4 and do other stuff. kitty is the most advance dps rotation there is in wow.. and todo that in Cata.. and be alert to what happends.. AND even have your CC under control... takes ALOT of effort and skills to be honest..
Myself am CRAP at kitty.. therefor i go moonkin =D.. its about the same as mage.. just a couple of more buttons to press.
Good luck.. and if u choise to swap.. welcome to the world of druids =)

The rotation of a lot of classes became slightly more complex in Cata (thinking demo locks and dks here). Feral on the other hand became more forgiving (and the priorities are slightly different, e.g. get Rip up asap, then use a low amount of CP to get Savage Roar).
