Anything with Agility > Strength. Unless your Agility necklace would be an obscene amount of item levels lower below the Strength necklace that is immediately available to you, it is not worth to trade Agility for Strength, ever.
I am even using DPS trinkets that proc Agility for raid tanking, with good success. The only fight where i might use my stamina trinkets would be Nefarian i guess. Maybe.

I can't believe you're asking this, Yuna :p This has been posted several times before.
Atm I'm going 50-50 on stam vs agi (different discussion, but interesting for this topic imho):
Professions:
agi on bracers
(LW),
solid chimera's eyes
(JC)
Trinkets:
Earthen Guardian
(stam),
Rajh's Left Eye
(reforged to dodge, agi proc)
Gems:
agi/stam
in both red and blue,
dodge/stam
in yellow
Anyways, to the topic at hand: agi is better than strength for the following reasons:
you get more dodge out of it (especially if you reforge a secondary stat)
you get crit as well, which increases chances of getting Savage Defense up.
I personally only reforge to dodge if there's mastery on the item, and reforge to mastery when there's no mastery on it. Maybe that's wrong, I dunno actually :)
Try and go for crit/mastery gear pieces, reforging the crit into dodge.
Edit (slow posting is slow): a lot of haste gear has been dropping for me sadly, so "avoiding it like the plague" ain't that easy :p So much of my gear that has crit/mastery equivalents, but I cba to do non-random queueing for them. I'll just make a BiS list from raid drops and avoid all other boss loot (except for offspec, om nom nom)

I definitely picked up Strength items with pre-heroic item levels so I could queue for heroics, but it wasn't ever anything I intended on keeping.

Agility items are way better for us than they once were, largely because of the increased stamina on all items and the increased worth of dodge. That said, a well itemised strength item may work out better than a badly itemised agility item. For example, I'm currently wearing two strength (tanking) rings, not because they were my first choice, but because they're both well itemised with dodge and mastery, while the only agility rings which've dropped from raids have been haste and crit. It didn't quite seem right to take a haste and crit ring from a rogue, and the strength rings were a defensive upgrade over the 346 agility rings I upgraded from. Go for agility items where you can, strength is all but wasted (a tiny increase to your savage defense shields - almost not worth talking about, even), but do the maths too, sometimes a strength item can be an upgrade.

So to sum up:
Agility items with our two best secondary stats, mastery and crit, are best (reforge crit to dodge). Pick those over any Strength item, unless you get a strength item that's a significantly higher item level and has dodge and mastery on it.
When considering equal item level, only take the strength item if it has dodge and mastery, and the agility item has less desirable stats like haste and hit. (Even expertise is not particularly desirable for bears at this point in the game.)
I am still on the fence about any inbetween areas... Like if you have a lvl 359 epic tanking cloak with dodge and mastery, if that's better than a 346 agility cloak with crit and haste, or some similar combination of less-than-desirable secondary stats. For example, here's the best-case scenario for a Strength item:

Compare this to several of the lvl 346 agility cloaks:

: Pick this one!
Mastery & hit
: Mastery rocks, but hit does not. On the fence.
Crit & haste
: Crit is decent, but haste blows. I'd prefer the epic Str. Cloak.
Hit & haste
: Blerg... epic str. cloak all the way.
Just for comparison, here's the epic stats compared to the first cloak, before reforging:

127 Dodge (2.81%)
v/s
168 Agi
112 Crit (2.44%)
Even comparing the epic to our best 346 cloak, the epic looks strong...

176.71899 dodge rating gives 1% dodge, while 243.58281085 agility gives 1% dodge.
If the item(s) in question provide 1.37836 more (easy math: 40% more) agility than dodge rating, you'll get more pure dodge out of the agility gear anyway, without reforging.
The Therazane rings (
Strength
and
Agility
) provide 50% more agility than dodge rating, so it's very much not even a challenge on those two.
