A friend of mine is looking for a macro for his warrior that will cast Slam if the
Bloodsurge
proc is up, and do nothing if it's not. Is this possible, and if so, how?

OP: Macros cannot check for buffs. I'm sure that's mentioned in the "what macros can and cannot do" thread that's stickied to the top of this forum.
Regardless, if Bloodsurge is off the GCD, then your friend can macro it together with Slam to ensure it's used every time Slam is. If it's on the GCD, you'll need a castsequence macro.

The following macro will cast Slam if the Bloodsurge proc is up, and do nothing if it's not:/use Slam

As in, dominos lights up my Obliterate, Icy Touch, and Frost Strike on
Killing Machine
procs.

Well, you can check for it too. You can throw up a message, play a sound, flash the screen.
But.
You can't cast a spell
:)
