Yes.
Here's a clear extract:
Normal stealth has a speed of 70% of normal run speed. Camo reduces the speed penalty by 15%, leaving you at 85% speed while in stealth.
Here's where most people get the math wrong: Fleet footed does increase your speed by 15%, but it's 15% of the 85% your stealth speed is at with Camo. So, 85 x 15% (1.15) = 97.75%

They're completely different effects. Why wouldn't they?
Also to clarify KidB:
Nightstalker
reduces
the movement debuff of stealth, while
Quickening
increases
your overall movement speed.

regarding sub pvp:
I'm really digging the spec you posted -- only thing that bugs me is the loss of initiative...Is there anything I could viably take points out of to grab it? That extra combo point is just too tempting

This spec
is what I've been using for a while now. I must say, it performs extremely well. I swapped out the Hemorrage glyph for
Glyph of Backstab
, mainly as a personal choice but also because when combined with Energetic Recovery, I'm getting some pretty substantial energy returns.
Actually currently the
glyph of hemorrhage
is better.
The extra bleed is almost necessary and energy regen is
currently
not a problem with haste scalling.
I don't use Hemorrhage all that often because of how much more potent Backstab is by comparison
Hemorrhage
should be used for the debuff and if possible for the bleed it produces.
Waylay is constantly being applied with
every
Backstab, and that its not
that
hard to get behind your target
in pvp
.
Although this might be true in bgs etc, it can be a whole different story in arenas (coming season 9).
I've found Improved Recuperate is excellent when I'm stunned and being focused as it allows me to actually live through
stuns
.
Recuperate should be up
almost
100%.
I swapped the points in HaT with Lethality, mainly because of all the comments I've read about how broken/buggy HaT is at the moment but also because I'm seeing bigger Backstab/Hemorrage numbers with Lethality than without it.

seems to be working atm.
In regards to poisons, I use WP on my MH, and DP on my OH with CP or MNP on my ranged weapon, because if for some reason I am unable to Backstab my target and Waylay has fallen off, I can simply FoK CP onto them, and any other targets nearby for a quick snare.
Double wound if you can keep waylay up, if you cant: crippling/mind-numbing.
