The rotation is imperfect in the main post.
1. Open with Garrote. (1CP)
2. Wait until energy is near cap or whatever, SnD (I usually do it instantly with no problems)
3. Mutilate to 4-5 as quick as possible
4. Envenom
You get a 5 point SnD instantly and you don't have to waste valuable CP, due to Cut to the Chase

Rupture is first priority, and 3-4 is not waste for you to use on SnD in the first place.

Yes it is because you're instantly refreshing it as a 5CP whenever you use Envenom.

The opening is more efficient when you Garrote>Rupture>(chance to generate CP)>SnD
100% to 35% target HP
The priority of finishers is as follows.
SnD > Rupture > Envenom
