Q: did the block cap change from 3.3.5?
A: no.
Q: how much block does a paladin need?
A: depends on the avoidance he/she already has.

I measured it at around 45 Mastery Rating, based on a single reforge.

As mentioned how much mastery rating you need to reach block cap depends on how much dodge / parry you have, I just wanted to expand a little bit on that.
Basically you need to hit 102.4% combined avoidance & block to be block capped.
We get an extra 15% block from Holy Shield and the base chance to miss is 5%, so you can knock that down to 82.4%
So here is how you figure out how much YOU need. (be sure to buff up since it will change your numbers a bit)
82.4% - (Dodge %) - (Parry %) = (Block % for cap)
Block % for cap - Block % currently = Extra Block % NEEDED
Extra Block % NEEDED * 45.906 / 2 = Master Rating needed.
There is a problem with that though .... Reforging dodge / parry will decrease that stat meaning you will need even more mastery to make up the difference.
From what I've read on Maintakadin the diminishing returns on Dodge / Parry mean that at a certain point Mastery Rating will return more damage reduction than an equal amount of Dodge / Parry Rating. This crossover happens at 21.6% for dodge and 21.2% for parry.
To max out your gains you should reforge Dodge & Parry trying to keep Dodge about .5% higer than Parry until you reach the 82.4% combined avoidance needed. Obviously the more avoidance you currently have the less you will need to reforge to reach the block cap.
:EDIT: 1 Mastery Point = 45.906 Master Rating @ Level 80.

Paste this code into your chat box:
/script DEFAULT_CHAT_FRAME:AddMessage("Need 102.4 combat table coverage. Currently at: "..string.format("%.2f", GetDodgeChance()+GetBlockChance()+GetParryChance()+5))
This will tell you what your current total avoidance is. You need this to come out as 87.4 (Because of the 15% from Holy Shield.)

That won't work unless they removed Diminishing Returns on Avoidance.

It's basically a macro version of what Slowside said, and the old "am I unhittable" macro from BC, from Maintankadin.
Perfect? No, but it tells you, more or less, what you need to know.

I don't think you understand.
Using that macro, you can have 102.4% avoidance and block, but due to Diminishing returns on Avoidance, you will be below the block cap, and henceforce will be hit for 100% damage.

Slowside already has that answered for you, you just have to read it right ;)
You don't need to change your gemming, your secondary stats on gear should be enough for content.
Dodge is your strongest stat next to stamina, change your secondary stats to that until you have 25.6%. Parry is second, change your remaining secondary stats until 21.17%. Mastery is your weakest, but is largest, change your secondary stats to Mastery to cap.
OR
You can go mastery to block cap and then focus on your offensive stats, hit and expertise.

I understand just fine. The only reason I posted it was that it automatically told you what Slowside was explaining in his post. His suggestion doesn't take DR into consideration either, as what is displayed on your character sheet doesn't reflect them. I'm not saying it's magically going to tell you want you need to know.

IIRC the percentage shown on your character sheet does take into account DR. While the amount it says added by dodge / parry rating when you hover over the percent is before DR. IE when you character sheet says 20% dodge you HAVE 20% dodge, but when you hover over it and it says 500 dodge rating increases your dodge by 18% THAT part is before DR.
As I mentioned DR starts making Mastery attractive once you are past 21.6% for dodge and 21.2% for parry,
math via theckhd
.
That macro doesn't include Holy Shield, which can only be done in combat. Also you need to at least have kings up since Agility & Strength will both increase our avoidance.
Dear ReCaptcha you suck, stop giving me words with accents.

I don't particular understand why the macro is getting attacked so much. Never did I cite that it would magically tell you that you're Block-capped. It just automatically adds up your avoidance. Of course it doesn't include Holy Shield. Looking at your character sheet and pulling out a calculator doesn't add Holy shield either.
That thread you linked. The macro I posted is from that thread, not sure if you noticed. From the thread:
Reforging in practice :
To account for raid buffs in the calculation be sure to bring some agi/str food and a shammy/dk/warrior friend to provide the agi/str buff to compliment your BoK.
Once you're set up run the following macro :
/script DEFAULT_CHAT_FRAME:AddMessage("Need 102.4 combat table coverage. Currently at: "..string.format("%.2f", GetDodgeChance()+GetBlockChance()+GetParryChance()+5))
As far as I know, that macro pulls your Character sheet avoidance values. Theck didn't refute the macro in the thread, and has never refuted it in the past, when 102.4 was required to be uncrushable. Why would it be bad now?

I personally wasn't meaning anything negative towards it, just mentioning that you may want to either add 15 for HS or mention it in the macro.... The buff thing was just a reminder to people using it that they need to have at least some buffs up since they have a greater effect than previously on avoidance.
I do think the macro actually pulls the real value from the same spot as the character shett (meaning DR included) and is accurate.

I didn't make the macro, for the record. It's been a commonly-used macro on MT for a very long time. I just pasta'd it for convenience.

Sounds like it was supposed to magically tell us what we wanted to know.

I didn't originally attack the macro, I only stated the obvious, that the macro won't work unless Diminishing returns are factored in. You'd then stated that it would tell us what we needed to know, without referring to my point about if Diminishing returns were included or not.
Of course it was never refuted when Crushing blows were a concern, diminishing returns didn't exist back then. It was refuted several times during WotLK, especially when ToGC was the toughest raid, maybe you weren't around for that on Wowhead and other forums.

Well, in that case, sorry sir, my mistake sir.
But go take it up with MT, not with myself, I got it from them.
Also, not sure what the condescension is about. When I said "what you needed to know," I meant it basically gave you the same information that SlowSide's post was giving. The macro adds up your character sheet's information, the same way he was suggestion, just in an automated manner.

/run dr=function(x)return 1/(1/16+0.9560/x)end;DEFAULT_CHAT_FRAME:AddMessage("Need 102.4 - Currently at: "..string.format("%.2f", GetDodgeChance()+GetBlockChance()+GetParryChance()+5+dr(floor(GetCombatRatingBonus(CR_DEFENSE_SKILL))*0.04)))
Also, dont blame MT for your misunderstanding.
